About this opportunity
The Texas Air National Guard's 147th Attack Wing has published a Special Notice for sole source inspection services of aircraft shelters located at Ellington Field. The notice indicates the agency's intent to contract directly with Rubb Inc. for bi-annual inspection and maintenance services of currently owned aircraft shelters. This procurement falls under the prefabricated metal building and component manufacturing sector and involves specialized technical inspection requirements. The contract opportunity was posted on August 5, 2025, with responses due by August 19, 2025. The Texas Army National Guard is the contracting agency overseeing this defense-related procurement.
The primary objective of this sole source contract is to maintain the structural integrity and warranty coverage of aircraft shelters through comprehensive bi-annual inspections performed by the original manufacturer. The inspection requirements include checking fabric tension, foundation components, PVC covering, structural damage, corrosion, bolt tightness, wind bracing cables, and overall steelwork condition. Contractors must provide all necessary management, tools, supplies, equipment, and labor to complete these specialized assessments. Eligibility is restricted exclusively to Rubb Inc., as they are the original manufacturer of the shelters, and the agency has determined that using any other vendor would void the existing warranty coverage. The sole source justification is based on FAR 13.106-1(b)(1), which allows soliciting from one responsible source when market research confirms no other qualified suppliers exist for this proprietary equipment maintenance requirement.
