About this file
The document is a Sole Source Justification Memorandum for the Texas Air National Guard's 147th Attack Wing, justifying a direct contract with Rubb Inc. for aircraft shelter inspection services. The contract is for bi-annual inspections of aircraft shelters located at Ellington Field, with a firm fixed price funding type and Operations & Maintenance (O&M) funds. The primary justification is that the shelters were originally purchased from Rubb Inc., and only the original manufacturer can perform inspections without voiding the existing warranty.
Key details include the contract being a new procurement for specialized inspection services, with the contractor required to provide management, tools, supplies, equipment, and labor to conduct comprehensive shelter assessments. The inspections involve checking fabric tension, foundation tension rods, shackles, PVC covering, potential damage, corrosion, bolt tightness, wind bracing cables, and overall steelwork condition. Market research confirmed Rubb Inc. as the sole source, with no authorized resellers, and competitive bidding is deemed unreasonable given the proprietary nature of the equipment and technical specifications.
