About this opportunity
The Department of the Air Force Global Strike Command awarded a single-source contract (FA460826P0007) to Halliday Technologies Inc. on January 25, 2026, for the purchase and installation of an RT3 Continuous Friction Measuring Equipment (CFME) system valued at $114,855.84. The contract includes the Flight CFME meter with water system, a 400-gallon water tank, rear axle air bag kit with compressor, Halliday HAVIS tablet stand, Samsung S10 Plus Tablet with accessories, RT3 bumper, and liquid level sensor for deployment at Barksdale Air Force Base in Louisiana. The non-competitive award was justified based on urgent operational needs related to ongoing runway construction that has reduced available runway length for B-52 operations, combined with Halliday Technologies' status as the sole FAA-approved manufacturer meeting the stringent technical specifications required by AFMAN 13-204v2, TO 33-1-23, and FAA Advisory Circular 150/5320-12. The RT3 system is standardized across 24 Air Force bases worldwide and will enhance flight safety by providing accurate runway pavement friction measurements while generating estimated annual cost savings through optimized runway maintenance schedules.
Notice text
A single-source contract was awarded to Halliday Technologies for their RT3 Continuous Friction Measuring Equipment due to an urgent and compelling need to ensure flight safety during runway construction at Barksdale Air Force Base. This non-competitive award was made because Halliday Technologies was the sole respondent to a Request for Information, and their system was the only one to meet the stringent technical specifications of AFMAN 13-204v2, TO 33-1-23, and FAA Advisory Circular 150/5320-12, which were necessary to prevent unacceptable mission risks.
Awarded contract FA460826P0007 to HALLIDAY TECHNOLOGIES INC for 114855.84 on 2026-01-25.
