About this file

This is a Single Source Justification (Simplified Acquisition) document for the purchase and installation of an RT3 Continuous Friction Measuring Equipment (CFME) system manufactured by Halliday Technologies. The 2d Contracting Squadron is seeking approval for this acquisition on behalf of the 2nd Operations Group at Barksdale Air Force Base, Louisiana. The estimated contract cost is $115,000.00 under Purchase Request F1GA453350AW01.

The RT3 system includes the Flight CFME meter with water system, 400-gallon water tank, rear axle air bag kit with compressor, Halliday HAVIS tablet stand, Samsung S10 Plus Tablet with accessories, RT3 bumper, and liquid level sensor. The primary purpose is to enhance flight safety by providing accurate measurements of runway/airfield pavement friction, which is critical for runway construction projects and emergency weather conditions such as snow or ice accumulation. The system is essential for maintaining operational readiness at Barksdale, particularly given the ongoing runway construction project that has reduced available runway length for B-52 operations. The RT3 system will also optimize runway rubber removal schedules, generating estimated annual cost savings. Single-source justification is based on the fact that Halliday Technologies is the only FAA-approved manufacturer meeting the required technical specifications per AFMAN 13-204v2, TO 33-1-23, and FAA Advisory Circular 150/5320-12. The RT3 is standardized at 24 Air Force bases worldwide, ensuring compatibility and reducing training costs. An RFI was issued to various FAA-approved CFME manufacturers, but no responses were received. The urgent operational need driven by runway construction commencement and reduced-length runway operations precludes further competitive solicitation. The Contracting Officer determined on December 22, 2025, that only a single source is reasonably available in accordance with FAR 13.106-1(b)(1).

Single Source Justification (Simplified Acquisition)

April 2021 Page 2 of 3

Management personnel are already trained on the RT3 system.

The RT3 CFME is crucial for the safety of flight operations, especially given the ongoing runway construction project at Barksdale Air Force Base. This project has reduced the available runway length, increasing the importance of accurately assessing pavement friction to ensure safe takeoff and landing operations for the B-52 mission. The RT3 will also assist in optimizing runway rubber removal schedules, saving an estimated annually by improving the efficiency of these operations. The Halliday Technologies system is uniquely suited for Barksdale's long runway due to its large water tank, which allows for uninterrupted friction testing.

Additionally, the RT3 system will be used during the rare instances of snow or ice accumulation, ensuring continued safe operation of the runway during hazardous weather conditions. The system's functionality is essential for maintaining flight safety and mission readiness, especially in emergencies or construction scenarios that limit runway availability.

Section D: Efforts to Obtain Competition

To secure a critical equipment upgrade, an RFI was issued to various FAA-approved manufacturers of CFME systems. Despite this broad outreach, no responses were received from the approved manufacturers. Given that runway construction has already commenced and that Barksdale-based B-52s are operating on a reduced-length runway, the urgency of this procurement requires the immediate acquisition of the RT3 system. A second round of solicitation and vendor evaluation is impractical due to the compressed timeline, and any further delays would jeopardize flight safety and operational readiness.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

This procurement is single-source because Halliday Technologies is the only FAA-approved manufacturer able to meet the technical specifications required for this system. The existing standardization of the RT3 unit at 24 Air Force bases further reinforces the need for a single-source acquisition, as it ensures compatibility and minimizes training costs. This is a one-time requirement, driven by an emerging need arising from specific circumstances related to the current runway construction project and the operational readiness of the airfield. The purchase of this system is urgent, and any delay could result in significant operational and safety risks.

To prevent future sole-source situations, OSS will document the specific factors that contributed to this urgent need, including the following:

Circumstances that led to the unanticipated requirement

Challenges encountered in procuring alternative systems

Rationale for selecting the RT3 system

This documentation will ensure that future procurement efforts are conducted in a more anticipatory manner, avoiding similar sole-source situations.
