About this opportunity
The Department of the Air Force seeks modification and restoration of a Relocatable Simulator Shelter to accommodate fuselage trainer installation at Joint Base Andrews, Maryland, with proposals due August 11, 2026. The procurement is a total small business set-aside under NAICS 332311, with a 750-employee size standard.
Place of performance is Joint Base Andrews, MD 20762. Work is divided into two phases: Phase One requires removal of a rear wall section, roof caps, corner caps, sealant, electrical components, five structural insulated wall panels, and one horizontal i-beam by October 12, 2026. Phase Two, beginning October 27, 2026 after a secondary contractor completes fuselage installation, requires reinstallation of all removed components, electrical restoration, structural inspection and testing, and verification that the RSS returns to full operational condition. The RSS measures 34'1" in length, 19'7" in height, and 61'7-7/16" in width. The contractor must provide all personnel, equipment, tools, materials, and vehicles; the government furnishes no equipment, fuel, personnel, utilities, or facilities. Work is limited to 6:00 A.M. to 6:00 P.M., Monday through Friday, excluding federal holidays. All contractor personnel must comply with Joint Base Andrews security requirements and provide valid identification documentation.
The solicitation is issued as a combined synopsis and RFQ, with quotations priced on a firm fixed-price, unit-price basis for two contract line items: CLIN 0001 for RSS Wall Removal & Coordination and CLIN 0002 for RSS Wall Installation. Quotes must be valid for 90 days. Questions are due August 7 at 2:30 PM EDT. Evaluation is based on technical acceptability and price, with the government reserving the right to value faster delivery timelines at reasonable prices over lower-priced offers with extended schedules. Contact TSgt Jeffrey Harris (jeffrey.harris.22@us.af.mil) and TSgt Janet Benitez (janet.benitez@us.af.mil). PSC is J054.
