About this opportunity
The U.S. Army Corps of Engineers Fort Worth District, in support of Red River Army Depot, intends to procure a non-destructive testing facility through an Other Transaction Agreement under 10 U.S.C. 2808a, with questionnaire responses due by September 8, 2026. The Government is issuing this Request for Information to shape the final OT solicitation package and is not accepting standard capabilities statements—only completed Industry Questionnaires will be evaluated.
The procurement employs a Design-Build to Budget approach with a fixed Construction Cost Limitation of $8,100,000. The Government seeks detailed market intelligence on OT Agreement viability, risk allocation mechanisms, supply chain constraints, proposal stipends, performance incentives, and the feasibility of fixed pricing after a 2–3 month design refinement period. Contractors should identify overly prescriptive requirements that inhibit cost-effective solutions, long-lead equipment concerns, local labor availability risks, and preferred betterment and incentive structures.
Place of performance is Red River Army Depot. The NAICS classification is Commercial and Institutional Building Construction (236220); PSC is Construction of Miscellaneous Buildings (Y1JZ).
Clarification questions must be submitted to Jordan L. Kennedy at Jordan.L.Kennedy@usace.army.mil no later than Tuesday, September 8, 2026 at 4:00 PM CDT. Submit completed questionnaires to the same point of contact by the same deadline. Firms should download the attached Industry Questionnaire document and address all sections, including feedback on Progressive Design-Build thresholds, budget realism, and preferred incentives.
