The U.S. Army Corps of Engineers Hydrologic Engineering Center (HEC) is seeking commercial services for maintenance and support of three Java software applications related to ecosystems: HEC-RPT (Regime Prescription Tool), HEC-EFM Plotter, and HEC-EFM Mapper. The contractor will provide software development services including evaluating and classifying software issues, performing bug fixes, providing minor code modifications and enhancements, field support activities, meeting participation, and documentation support. Contractors must have extensive software development skills with emphasis on water resources engineering and hydrologic simulation, with staff possessing minimum five years of experience in engineering, mathematics, or computer programming disciplines. The evaluation will be based on technical understanding, personnel qualifications, organizational management, past performance, and price, with technical factors weighted more heavily than price. Proposals are due by September 5, 2025, and offerors must achieve at least a Green/Acceptable rating for the first three technical factors and a Neutral Confidence rating for past performance to be considered for award.
This procurement is unrestricted with no set-aside designation, making it open to both small and other than small businesses under NAICS code 541511 with a $34 million size standard. The previous contractor for these services was GEI-RMA, though there are currently no open contracts for this software maintenance work. This announcement constitutes the only solicitation. Proposals are being requested, and a written solicitation will not be issued.
This contract is for services to support The US Army Corps of Engineers Hydrologic Engineer Cennter (HEC) by assisting in activities associated with software maintenance and minor enhancements to HEC java software related to ecosystems code, with a focus on HEC-RPT, HEC-EFM Plotter and HEC-EFM Mapper. Services to be performed include:
• Evaluating and classifying issues within the existing software code.
• Performing bug fixes in code.
• Providing minor modification or enhancements to the code.
• Providing field support activities.
• Supporting HEC by attending and actively participating in meetings.
• Providing supporting documentation.
Performance of the contract must be completed by a firm that has extensive software development skills with an emphasis on water resources engineering in the context of hyrdologic simulation. The contractor’s staff of professional engineers, mathematicians, and computer programmers should have a minimum of five years of experience in their respective discipline and possess the programming skillset needed to understand the engineering principles behind the code as well as provide software code fixes and enhancements.
