About this file

This document contains Questions and Answers (Q&A) for Solicitation W912HQ25R0019, a contract opportunity with the US Army Corps of Engineers Hydrologic Engineering Center (HEC) for maintenance and support of specific Java software related to ecosystems. The solicitation seeks a contractor to provide software maintenance services for HEC-RPT, HEC-EFM Plotter, and HEC-EFM Mapper, with required services including issue evaluation, bug fixes, code enhancements, field support, meeting participation, and documentation support.

Key technical details reveal the software are stand-alone applications for personal computers, with no mass deployment, and previously supported by GEI-RMA. The contract requires contractors with extensive software development skills in water resources engineering, with staff possessing minimum five years of experience in engineering, mathematics, and computer programming. The opportunity is open to both local and non-local contractors, with virtual work options available. While the previous contractor (GEI-RMA) is mentioned, there are currently no open contracts for these software services. The government will not disclose the contract's estimated value, and pricing will be competitively determined through the solicitation process.

Requirement History:

Q1:Is this an entirely new effort or is there an incumbent currently providing these services? If so, would you please provide the incumbent contract details?
A1:Each of the software has had previous contractual support through GEI-RMA. There are currently no open contracts related to these software.
Q2:What will be the contract value for this opportunity?
A2:Price is being competed. The contract value of the Government estimate will not be shared.

Technical Details:

Q3:It appears that the scope of work and requirements for solicitation W912HQ25R0018 and W912HQ25R0019 are very similar. I would appreciate it if you could kindly clarify whether these are separate opportunities or if they are related or overlapping in any way.
A3:Both solicitations involve software maintenance. Both solicitations involve software maintenance and use similar language to describe the work. However, the software to be maintained via W912HQ25R0018 (HEC-EFMSim) are wholly separate from those to be maintained via W912HQ25R0019 (HEC-RPT, HEC-EFM Plotter and HEC-EFM Mapper).
Q4:Could an overview of the HEC java software related to ecosystems be provided, including a description of the primary capabilities and functions?
A4:All of the software have web resources that described their capabilities and functions except for HEC-EFM Mapper, which has not been publicly released. HEC-EFM Mapper displays and assists with interpretation of spatial outputs, habitat mapping, and geoprocessing related to applications of HEC-EFM. HEC-EFM Mapper is coded in java using the NetBeans platform. Online documentation for HEC-EFMSim begins with a short overview of the EFM Suite of software (https://www.hec.usace.army.mil/confluence/efmsim2/efmsimmanual/efm-suite-265715750.html).

Q5:How complex is the current architecture (e.g., monolithic, microservices, cloud-based)?
A5:All of the HEC java software related to ecosystems are coded to be stand-alone applications intended for use on personal computers with minimal dependencies to other software resources.
Q6:How many modules or components are included within the HEC java software related to ecosystems?
A6:Each software has multiple modules, libraries, and other supporting software files such as jars and database files. All of the software, except HEC-EFM Mapper which has not been publicly released, are available for download at https://www.hec.usace.army.mil/software/.
Q7:Approximately how many users are currently supported by the software? Are all users internal to HEC, or is it also used by external customers and/or partners?
A7:All of the software, except HEC-EFM Mapper which has not been released, are available to the public. None of the software have telemetry that would allow for an accurate count of users. Online searches return information about applications by users internal and external to the U.S. Army Corps of Engineers.
Q8:How widely is HEC java software related to ecosystems used across your organization? Is the software deployed across multiple departments or locations?
A8:None of the software have telemetry that would allow for an accurate report of distribution within the U.S. Army Corps of Engineers. Software installation is completed by or at the request of local users. None of these software have mass deployments.

Place of Performance:

Q9:Will geographic proximity to Davis, CA – where HEC is located – be prioritized or receive preferential ratings as part of the evaluation factors?
A9:No.
Q10:Item 1.6.4 of the PWS states that the awarded contractor may perform work or attend meetings at HEC, Davis CA. Please clarify whether non-local contractors are still eligible for this opportunity.
