About this opportunity
The Army Contracting Command Aberdeen Proving Ground intends to solicit a single contractor to provide program management and subcontract administration for the BEACON (Broadening Enabling Acquisition of Chemical Operational Needs) program, with pre-proposals due June 22, 2026. The procurement is unclassified and not set-aside.
This effort executes under 10 U.S.C. 4022 Other Transaction Authority for prototype development. The awardee's primary responsibility is to obtain Government-identified medical countermeasure candidates and execute Government-defined testing plans by rapidly awarding and managing subcontracts with testing performers. The anticipated period of performance is 60 months from award, with primary place of performance at the awardee's facilities and significant work conducted at various subcontractor locations.
Key deliverables include an Integrated Master Schedule, biweekly programmatic and technical meeting leadership, monthly/quarterly/annual reports, spend plans, study protocols, regulatory strategies, Target Product Profiles, and FDA communications. The contractor must oversee non-clinical and clinical testing, chemical manufacturing and controls development, operational relevancy studies, and regulatory compliance (FDA Good Laboratory Practice, current Good Manufacturing Practice, and animal welfare regulations).
Evaluation criteria focus on technical approach feasibility, program and subcontract management expertise, technical oversight capability, regulatory compliance, Program Manager qualifications, and demonstrated corporate experience managing similar government contracts in medical or drug development. The Rough Order of Magnitude should assume management services for one year with five candidates annually and one to four tests per candidate for early pre-clinical work. Pre-proposals are limited to 14 pages (excluding cover page, ROM, and Work Breakdown Structure) and must include company address, UEI, and CAGE codes. Prospective awardees must register in SAM.gov prior to award.
