About this opportunity

The Bureau of Land Management Idaho Region seeks broadcast herbicide application services for grassland restoration and hazardous fuels reduction across approximately 4,221 acres in the Albuquerque District of New Mexico, with quotes due August 27, 2026, at 9:00 a.m. MST. This is a Total Small Business set-aside.

Place of performance spans two treatment areas in New Mexico: the Dos Valles Allotment (1,624 acres at 0.5 lbs active ingredient per acre) located approximately 21 miles south of Lindrith, and the El Malpais National Conservation Area (1,931 acres at 1.00 lbs and 666 acres at 1.25 lbs per acre) approximately 40 miles from Grants/Milan. Work encompasses firm-fixed-price end-product services with a 45-calendar-day performance window preferred to start September–October 2026, concluding by November 30, 2026.

The contractor must hold a New Mexico Department of Agriculture commercial agricultural herbicide applicator license and furnish all labor, equipment, materials, and supplies. Critical technical requirements include Differentially Corrected Global Positioning System (DGPS) navigation equipment capable of 1-meter accuracy with application logging and real-time tracking; herbicide application only during daylight hours with wind speeds not exceeding 15 mph; and a minimum production rate of 800 acres per day, weather permitting. The contractor must maintain environmental buffers of 500 feet from agricultural crops, 1,320 feet from residences with susceptible plants, and 100 feet from water sources. BLM employee oversight applies at loading sites for calibration and compliance monitoring. Payment is based on actual treated acreage multiplied by unit prices quoted per acre. Evaluation weights past performance on three similar projects within three years, technical capabilities including approach and schedule, and quality and safety management plans as significantly more important than price. NAICS code is 115310 (Support Activities for Forestry). Amendments 0001 and 0002 added project maps and extended the period of performance to September 15–November 30, 2026.
