About this opportunity
Army Contracting Command-Aberdeen Proving Ground (ACC-APG) Orlando Division is releasing draft SOW, specifications, and Sections L and M for industry feedback on the Royal Saudi Land Forces CH-47F Chinook and UH-60M Black Hawk Flight Training Devices requirement, with questions due November 18, 2026. No set-aside is used, and the system specifications are restricted to authorized U.S. contractors that submit a formal release request to the listed points of contact. The procurement is a Foreign Military Sales case for the Royal Saudi Land Forces Aviation Corps, with available funding of $58 million. The Government states the documents are preliminary, the notice is not a solicitation, and the Government has no obligation to issue one or award a contract.
Two FTDs are required. The CH-47F FTD will be installed at Al Qassim with interoperability to the existing UH-60L Operational Flight Trainer and AH-64Ev2 Longbow Crew Trainer, and the UH-60M FTD will be installed at King Khalid Military City (KKMC). Both devices are to be FAA FTD Level 7-equivalent without FAA qualification. Acceptance testing occurs at Al Qassim. The SOW calls for two years of on-site Contractor Logistics Support at 90% operational availability. The SOW also requires key personnel, including Program Manager, Chief Engineer, Interoperability Lead, and Cybersecurity/ISSO Lead, to hold Secret clearances, along with Saudi work visa and Iqama compliance for deployed personnel and CMMC Level 2.
Industry engagement includes a pre-solicitation conference on December 7, 2026, from 9:30 to 11:30 AM EST at Partnership II Building. RSVPs are due November 30, 2026, at 3:00 PM EST, with the Notice ID in the email subject line. Points of contact are Rosa Rivera, Purvi Kapadia, and David Coe.
