About this file
This document is an evaluation criteria table for a federal contract solicitation addressing Flight Training Devices (FTDs) for CH-47F and UH-60M aircraft. The solicitation requires offerors to address five primary evaluation factors: Technical Approach (Interoperability Architecture, Meeting Fidelity Requirements, Development Approach, and Site Resilience) and Program Management & Execution (OEM Data Access, Staffing Approach, and Intellectual Property & Licensing Strategy). Each factor specifies detailed requirements for Section L (what offerors must address) and Section M (government evaluation criteria), with cross-references to relevant Statement of Work and specification sections.
Offerors must demonstrate credible, technically mature, and executable approaches across all factors, including provision of up to two prior effort examples for most subfactors demonstrating successful execution on similar military aircraft systems. Key requirements include describing end-to-end interoperability architecture with configuration matrices, technical approaches for achieving fidelity requirements through software models and hardware, realistic development and execution methodologies integrated with an Integrated Master Schedule, site resilience features and supporting equipment, OEM data acquisition and licensing strategies with supporting evidence, staffing integration of OEMs and subcontractors with clear task assignments and decision authority, and programmatic intellectual property and licensing strategies enabling lifecycle operations and maintenance. The evaluation emphasizes the extent to which proposals demonstrate complete, credible, and executable technical solutions preserving future interoperability options while managing development risk and data interfaces.
