About this opportunity

This Special Notice is a Request for Information issued by the Department of the Army Materiel Command Contracting Command Orlando Contracting Center on behalf of the Royal Netherlands Air and Space Force (RNLASF). The notice was posted on March 31, 2026, and seeks qualified industry partners to serve as lead systems integrators for a Multi-Ship, Multi-Type (MSMT) helicopter simulation integration program. The effort is being managed by the Capability Program Executive for Simulation, Training, Test, and Threat (CPE ST3) International Program Office. This RFI is for informational purposes only and does not constitute a solicitation, commitment, or obligation to award a contract. No funds are available for response preparation, and participation is strictly voluntary.

The RNLASF is establishing a world-class helicopter simulation center at Gilze-Rijen Air Base with the objective of integrating existing AH-64E Apache and CH-47F Chinook Multi-Ship, Single-Type collective training systems into a unified MSMT training environment built on an open, scalable architecture. Respondents must demonstrate expertise in five critical areas: multi-stakeholder program management, systems integration, technical interoperability across heterogeneous technologies, open architecture design, and user empowerment tool suite development. Responses must be submitted electronically to Ms. Carla Lopez-Pacheco and Mr. David Coe in Microsoft Word or PDF format by 12:00 Eastern Standard Time on April 27, 2026. There are no specific eligibility restrictions outlined; however, contractors must possess demonstrated capabilities in integrating complex aviation simulation systems involving multiple OEMs such as Boeing and AVT, government development centers, and domestic technical support organizations. The program envisions future integration of additional aviation platforms such as the Caracal and requires solutions that enable RNLASF personnel to independently manage training environments and develop scenarios without access to proprietary source code.
