About this file
This is a Request for Information (RFI) issued by the Capability Program Executive for Simulation, Training, Test, and Threat (CPE ST3) International Program Office on behalf of the Royal Netherlands Air and Space Force (RNLASF) seeking qualified industry partners to serve as lead systems integrators for a Multi-Ship, Multi-Type (MSMT) helicopter simulation integration program. The RNLASF is establishing a world-class helicopter simulation center at Gilze-Rijen Air Base and seeks to integrate existing AH-64E Apache and CH-47F Chinook Multi-Ship, Single-Type (MSST) collective training systems into a unified MSMT training environment built on an open, scalable architecture that enables future integration of additional aviation platforms such as the Caracal.
Respondents must demonstrate expertise in five critical areas: multi-stakeholder program management across complex ecosystems involving OEMs (Boeing, AVT), government development centers (NAWCAD), and the RNLASF's domestic technical support group (NLR); systems integration to expand the Apache-centric Tactical Control Center (TCC) and Network Simulation Environment (NSE) backbone to fully incorporate CH-47F systems; technical interoperability to bridge heterogeneous technologies including different Image Generators (Rockwell Collins, Aechelon), constructive simulations (OneSAF, NGTS), and proprietary OEM software; open architecture design ensuring modularity and scalability; and user empowerment tool suite development enabling RNLASF personnel to independently manage training environments, edit terrain databases, create entities, and develop scenarios without access to proprietary source code. Responses addressing corporate experience, stakeholder management strategy, technical approach, open architecture methodology, and user empowerment solutions must be submitted electronically to Ms. Carla Lopez-Pacheco (carla.lopez-pacheco.civ@army.mil) and Mr. David Coe (david.e.coe.civ@army.mil) in Microsoft Word or PDF format no later than 12:00 Eastern Standard Time on April 21, 2026. This RFI is for informational purposes only and does not constitute a solicitation, commitment, or obligation to award a contract; no funds are available for response preparation, and participation is strictly voluntary.

Request for Information (RFI) For Royal Netherlands Air and Space Force (RNLASF)
Multi-Ship, Multi-Type (MSMT) Integration
1.0 Introduction and Purpose
The Capability Program Executive for Simulation, Training, Test, and Threat (CPE ST3) International Program Office (IPO) on behalf of the Royal Netherlands Air and Space Force (RNLASF) are seeking to identify strategic industry partners with the specific capabilities, expertise, and tested innovative solutions to integrate multiple OEM aviation simulators for the RNLASF's Multi-Ship, Multi-Type (MSMT) helicopter simulation program.
The objective is to integrate the RNLASF's AH-64E Apache and CH-47F Chinook Multi-Ship, Single-Type (MSST) collective training systems into a single, cohesive MSMT training environment. The final solution must be built on an open, scalable architecture to allow for future integration of other aviation platforms.
2.0 Background
The RNLASF is establishing a world-class helicopter simulation center at Gilze-Rijen Air Base. The MSMT vision is being implemented in phases. Current phases established two separate "islands" for collective training:
• AH-64E MSST: Connecting two (2) Boeing Longbow Crew Trainers (LCT-E) with two (2) AVT Targeted Fidelity Apache Tactical Trainers (TFATT). This system is supported by an intermediate Tactical Control Center (TCC) and a common Network Simulation Environment (NSE) backbone, currently under development via a USG FMS case.
• CH-47F MSST: Connects two (2) Transportable Flight Proficiency Simulators (TFPS) with two (2) Rear Crew Trainers (RCT). The RCTs are being developed by the Naval Air Warfare Center - Aircraft Division (NAWCAD) in Patuxent River, MD.
This RFI is exclusively for the integration effort, which will build upon and expand the in-development AH-64E TCC and NSE backbone.
3.0 Required Capability & Scope of Work
We are seeking a contractor that can handle operating as a lead systems integrator and/or prime contractor with the capability of delivering a comprehensive solution that achieves the final MSMT vision. The ideal partner must demonstrate knowledge and expertise in the following key areas:
• Multi-Stakeholder Program Management: Execute the program in a complex ecosystem requiring direct collaboration with multiple stakeholders, including OEMs (Boeing, AVT), a USG development center (NAWCAD), the RNLASF's domestic technical support group (NLR), and hands-on RNLASF operators, maintainers, and pilots.
• Systems Integration: Evolve and expand the in-development, Apache-centric TCC and NSE backbone to fully integrate the CH-47F MSST simulation systems (TFPS and RCT).
• Technical Interoperability: Develop and implement a solution to bridge the heterogeneous technology stack, which includes different Image Generators (Rockwell Collins, Aechelon), constructive simulations (OneSAF, NGTS), and proprietary OEM software.
• Open Architecture: Design and deliver the final integrated system on a modular, scalable, and open architecture, explicitly enabling future integration of other platforms (e.g., Caracal) with minimal non-recurring engineering.
• User Empowerment Tool Suite: Provide a comprehensive suite of user-friendly tools that allows RNLASF personnel to independently manage the training environment without access to proprietary source code. This must include the capability to edit terrain databases, create/modify entities, and develop training scenarios.
4.0 Information Requested from Industry
Please provide a detailed response that considers section 3.0 above detail while addressing the following:
1. Corporate Experience & Key Relationships: Describe your experience as a lead systems integrator, detailing program size and technical complexity. Crucially, detail your corporate relationships with expected key players and past performance working with Boeing, AVT, and government development centers such as NAWCAD.
2. Stakeholder Management Strategy: Describe your approach and strategy for executing and managing a program of this size and complexity with multiple independent stakeholders and OEMs. Provide specific examples of how you have successfully partnered with government development agencies (like NAWCAD) and concurrently managed performance from major aerospace OEMs (like Boeing) as part of a single, complex integration effort. Identify any management concerns the USG should be considering to ensure successful integration.
3. Technical Approach: Describe your high-level technical approach to achieving interoperability between the specified Apache and Chinook systems. How would you de-risk the integration of the different Image Generator and constructive simulation technologies to achieve the final MSMT vision? Identify any technical concerns the USG should be considering to ensure successful integration.
4. Open Architecture & Scalability: How would you approach the design for the MSMT backbone to guarantee a modular, open architecture? What standards and methods would you employ to ensure the RNLASF can easily integrate a new aircraft simulation in the future?
5. User Empowerment: Describe your solution for a User Empowerment Tool Suite. How would your solution provide the RNLASF with sovereign control over their training scenarios, terrain, and entities without access to OEM source code?
The response to this RFI shall be electronically submitted to Ms. Carla Lopez-Pacheco, Contract Specialist, carla.lopez-pacheco.civ@army.mil and Mr. David Coe, APM, david.e.coe.civ@army.mil in either Microsoft Word (.docx) or Portable Document Format (PDF), via email no later than 12:00 Eastern Standard Time (EST) on 21 April 2026 and reference this RFI number in subject line of e-mail and on all enclosed documents.
Information and materials submitted in response to this request WILL NOT be returned. DO NOT SUBMIT
CLASSIFIED MATERIAL.
