About this opportunity

The U.S. Bureau of Reclamation is soliciting quotes for rotary screw trap data collection services on the American, Stanislaus, and Sacramento Rivers to support the Central Valley Project's environmental monitoring objectives. The primary services involve operating rotary screw traps to estimate juvenile fall-run Chinook salmon and steelhead production, compare juvenile production to adult escapement estimates, and provide real-time data to various monitoring platforms. Key contract requirements include conducting trap operations seven days per week during high emigration periods (December 1 through May 30), performing capture-efficiency trials, collecting biological samples, developing database enhancements, and submitting daily preliminary catch data within 24 hours. Evaluation will be comparative and based on technical approach, implementation plan, key personnel qualifications, management approach, and past performance, with technical proposals limited to 20 pages. Quotes are due by 10:00 a.m. Pacific Time on January 21, 2026, and must be submitted via email to margaretjones@usbr.gov; the original solicitation was posted November 26, 2025, with an amendment issued December 19, 2025, extending the deadline from January 7, 2026.

This solicitation is designated as a 100% small business set-aside under NAICS code 541620 (Environmental Consulting Services) with a size standard of $19.0 million. The contract will be awarded as a firm-fixed-price purchase order for a base year from August 1, 2026, to July 31, 2027, with two optional additional years extending through July 31, 2029. The specific locations for trap operations include Watt Avenue Bridge in Sacramento and Caswell State Park in Ripon, California, along with additional sampling locations on the tributaries and at Knights Landing. Contractors must be registered in the System for Award Management (SAM.gov) and are responsible for obtaining necessary permits, coordinating landowner access, and conducting sampling that may include night work and hatchery fish efficiency trials. The government will cooperate with the contractor but will not provide additional traps or guarantee permit accessibility, requiring the contractor to develop a comprehensive study plan addressing methodology, trapping techniques, and operational details.
