About this opportunity

This solicitation seeks a root cause analysis report for a failed 161-kV, 192.258 MVA transformer at Arnold Air Force Base. The Department of the Air Force Materiel Command Test Center requires the selected contractor to perform four main tasks: develop a fault data report, conduct a preliminary on-site inspection and testing, perform an internal inspection of the transformer, and deliver a comprehensive inspection, analysis and report. Proposals will be evaluated based on a comparative analysis of past performance, which is more important than price. Proposals are due by March 9, 2023.

There is no set-aside designation. The NAICS code is 541330 and PSC code R425. The period of performance for the root cause analysis is from March 10, 2023 to May 10, 2023. The solicitation does not name any incumbents or budget information. The place of performance is Arnold Air Force Base in Tennessee and the analysis must determine why the 161-kV, 192.258 MVA Tamini transformer with serial number 66826 failed after only 5 years of operation out of its 25-year design life.
