About this opportunity

The United States Department of Agriculture's Animal and Plant Health Inspection Service is soliciting construction services for the renovation of the Colony Egg Bubbling Room in Building 6418 at Moore Air Base in Edinburg, Texas. This facility serves as a Mexican Fruit Fly Rearing Facility that produces 160 million sterile flies weekly as part of the eradication program targeting Mexican Fruit Flies in the Lower Rio Grande Valley and northern Tamaulipas, Mexico. The renovation project requires comprehensive demolition and reconstruction due to extensive corrosion and deterioration caused by high traffic, chemical exposure, and foundation settling, including installation of anti-corrosion cabinets, epoxy floor coating, stainless-steel equipment, and touchless fixtures. The government will evaluate quotations based on technical capability, price realism, past performance, and overall project understanding, with the ability to award contracts based on the most advantageous offer rather than solely the lowest price. A mandatory site visit was conducted on August 8, 2025, and all quotes are due by August 25, 2025, with questions directed to contracting officer Jim Roloff.

This procurement is exclusively set aside for service-disabled veteran-owned small businesses under NAICS code 236220 with a small business size standard of $45 million. No incumbent contractors are identified in the solicitation documents, though the site visit attendance sheet shows interest from multiple construction companies including PCB LLC, Carmel Eagle Construction, KHR Construction, and others. The estimated project value ranges between $100,000 and $250,000, structured as a firm-fixed price contract. Work must be completed within 120 days after Notice to Proceed and performed during normal business hours, Monday through Friday from 7:00 AM to 3:30 PM. The performance location is at the restricted Moore Air Base facility at 22675 N Moorefield Road in Edinburg, Texas, requiring all contractors to maintain valid identification and follow strict security protocols for access to the federal installation.
