About this opportunity
Naval Facilities Engineering Command seeks roof repairs at three buildings (BB260, BB265, and BB270) at Marine Corps Base Camp Lejeune, North Carolina, with proposals due March 31, 2026. The procurement is a total small business set-aside restricted to six pre-selected Roofing MACC contractors only: Achuti LLC, Apex Business Solutions LLC, Quality Roofers and Guttering Inc., Riza Construction Inc., Seashore Builders Inc., and Yerkes South Inc.
Place of performance is Camp Lejeune, NC. Work includes demolition of existing roofs and installation of new aluminum standing seam metal roofs with completion required within 360 days of award. The scope encompasses roof replacement across all three buildings, removal and replacement of rotted or damaged decking up to 5 percent of roof area, installation of self-adhering ice and water membrane, installation of new fall protection and elastomeric expansion joints, and proper disposal of existing materials including asbestos-containing materials. Contractors must field-verify all measurements prior to bid submission and install 6" × 6" × 1/4" steel downspouts with below-grade drainage connections on buildings BB260 and BB265 per provided detail specifications. Lightning protection shall be removed and not reinstalled.
The estimated cost range is between $1,000,000 and $5,000,000. Award is on a lowest-price basis. Requests for information were due March 12, 2026. A mandatory site visit occurred March 4, 2026 at building BB260; sign-in documentation was required by March 10. Amendment 0005, effective March 26, 2026, incorporated RFI-01 responses and required acknowledgment with proposals.
Bond requirements are tiered: no bonds for proposals under $35,000; payment bonds for $35,000 to $149,999; bid, payment, and performance bonds at 20 percent of proposal amount for $150,000 or greater. Davis-Bacon prevailing wage rates apply (roofers at $18.26 per hour plus $4.38 fringe), and Buy American requirements for construction materials apply. Liquidated damages are assessed at $880 per calendar day for delays. The facility remains operational during construction, requiring contractors to minimize operational interference.
Pricing must be submitted on five separate exhibit line items: buildings BB260, BB265, and BB270 roof repairs; roof truss repair or replacement (estimated 15 trusses, requiring unit pricing); and underlayment and sheathing replacement for approximately 6,126 square feet (requiring unit and total pricing). Failure to price all line items may result in rejection as non-responsive.
