About this file
This is an Amendment of Solicitation and Request for Information (RFI) response document for a roof repair project at Camp Lejeune, North Carolina.
The solicitation (N40085-26-R-9015, Project 26-0408) addresses roof repairs for three barracks buildings: BB260, BB265, and BB270. The scope of work includes demolition of existing roofs and installation of new standing seam metal roofs with a contract completion date of 360 days after award. The proposal submission deadline is March 31, 2026 at 2:00 PM EST. The work is being administered by NAVFAC Mid-Atlantic, Resident Officer in Charge of Construction at Camp Lejeune. Amendment 0005, effective March 26, 2026, directs contractors to provide answers to RFI-01, and contractors must acknowledge receipt of this amendment with their proposals or risk rejection.
The RFI responses clarify key project requirements: (1) The government will not space out bid due dates for the 21 buildings under concurrent bid; (2) Lightning protection shall be removed and not reinstalled; (3) All measurements must be field-verified by the contractor prior to bid submission; (4) For buildings BB260 and BB265, contractors must install 6" x 6" x 1/4" steel downspouts with below-grade drainage connections as detailed in the provided downspout detail attachment, rather than leaving downspouts that discharge into the attic space. The document emphasizes that failure to acknowledge the amendment may constitute grounds for proposal rejection.

CONTINUATION SHEET
1. QUESTION: The RFP dated 2/24/2026 has listed 3 barracks that need new roofs to include demo of the existing roofs and installing new standing seam metal roofs. The Contract completion date is shown as 360 days after award. We feel the contract time allowed is sufficient, however, there are 18 other barracks out for bid at the same time this project is bid. Is it possible that the bid due dates can be spaced out over the fiscal year so that all 21 buildings are not awarded at the same time? If that is not an option, can the government consider delaying the award of each project with a 4 to 6 week delay between each project award? This will help with the assignment of manpower required for each scope of work. This will also help with the internal load placed on Government personnel to get all projects awarded and started.
ANSWER: No
2. QUESTION: Note 2 under General Requirements on all 3 bldgs. “Remove existing Lightening Protection If Applicable” There are no notes to reinstall the existing lightening protection. Is the intent to leave the Lightening protection off the building? Is the intent to reinstall the existing lightening protection? Is the intent to install new lightening protection? If new lightening protection is required, please provide design requirements.
ANSWER: Intent is to Remove Lighting protection and NOT reinstall.
3. QUESTION: Note 9 under General Requirements for Building 275, 285, 295 states “Install panel clips as per the manufactures recommendation for a 150 mph Wind in accordance with the Uniform Building Code for North Carolina”. Panel clip spacing based on the Wind Uplift Calculations takes into consideration the pull-out strength of the roof deck substrate. Does the Government know if the plywood roof decks are 5/8” plywood or ¾” plywood?
ANSWER: As per Sheet DTL1, General Requirement #12, All measurements shall be field verified by contractor prior to Bid.

4. QUESTION: During our site visit we noticed the downspouts are not typical downspouts on all 3 different buildings. Bldgs BB-260 and 265 show the downspouts dropping out of the bottom of the gutters, running down the parapet wall about 2 feet and turning back into and through the existing parapet wall piping the rainwater back into the building into pvc piping installed in the attic. Our experience over the last 10 to 15 years has included provisions in the contract drawings to provide 6”x6”x1/4” Steel Downspouts to channel the water out of the building down and tying into a rain leader below grade. The Tubular Steel provides protection of the downspout from potential damage that could crush or bend the typical light gauge aluminum downspouts. Bldg.
BB-270 has the 6x6 Tubular steel DSs. I have included a typical Tubular Steel DS detail from a project we are doing now here at Camp Lejeune.

There is currently no work included in this projects scope of work to do anything with the existing gutters and downspouts other than to clean them. Does the government want to leave the downspouts turning back into the attic space or are 6x6 tubular steel downspouts needed on BB- 260 and 265?
ANSWER: See Downspout Detail attachment
