The project involves complete removal of the existing shingle roof system down to the structural deck, replacement of approximately 500 square feet of damaged decking, reinforcement of existing rafters as needed, and installation of a new metal shingle roof system. The contract will be structured as a firm-fixed-price agreement with a 90-day performance period following notice to proceed. Interested contractors must be registered in the System for Award Management (SAM) and are encouraged to attend the mandatory site visit scheduled for August 12, 19, or potentially August 19, 2025 at 1:00 PM MST. All questions from the site visit must be submitted by August 19 or 28, 2025 to the primary points of contact, with the solicitation expected to be issued around September 15, 2025, which also serves as the tentative bid opening date.

No incumbent contractors are identified in the solicitation notice. The estimated contract value ranges between $500,000 and $1,000,000, reflecting the substantial scope of the roofing renovation project. The contract includes strict subcontracting limitations under FAR Clause 52.219-14(e)(3), requiring that no more than 85 percent of the contract value (excluding materials costs) be subcontracted to non-similarly situated entities. The 90-day performance timeline emphasizes the urgency of completing this critical infrastructure repair work at the Fort Bliss military installation.
