About this opportunity
Pacific Air Forces seeks a Roman Catholic priest to provide religious and spiritual leadership to Catholic military personnel and families at Misawa Air Base, Japan, with quotations due June 5, 2026 (solicitation FA520526QB074) or June 26, 2026 (FA520526QB071). This is an RFQ for commercial services with no set-aside; one award is anticipated.
Place of performance is Misawa, Aomori, Japan. The priest must hold a valid DD Form 2088 (Statement of Ecclesiastical Endorsement) from the Archdiocese for the Military Services, a baccalaureate degree with at least 120 semester hours, and a post-baccalaureate graduate degree in theological or related studies with at least 72 semester hours. The contractor must maintain AMS endorsement and complete bi-annual credentialing with AMS. Core duties include conducting approximately 52 Sunday Masses annually, 208 weekday Masses, 16 Holy Day Masses, sacramental ministry, religious education, pastoral care, spiritual counseling with privileged communication, RCIA program support, and young adult ministry focused on active duty personnel aged 18–29. The work week is 40 hours and frequently includes weekends and holidays. Administrative requirements include AFCCARS entries within seven days of services, quarterly reports to AMS, annual program reviews, and maintaining sacramental records.
The base contract term is 12 months with four optional one-year renewal periods and a potential 6-month extension (66 months total). The contract is incrementally funded with $20,000 upon execution and $40,000 scheduled for October 31, 2026. Evaluation weighs past performance (Acceptable/Unacceptable/Neutral rating) and price equally, with price reasonableness and realism analysis applied. The three lowest-priced offers receive evaluation consideration. Offerors must register in SAM, complete online representations and certifications, obtain a UEI and CAGE Code, and be actively registered in WAWF for electronic payment. Price proposals must remain firm for 60 calendar days. Contact: Katsuyoshi Kodera (Contract Specialist) or Lt. Kade Forrester (Contracting Officer).
