About this opportunity

The U.S. Army Corps of Engineers Portland District is seeking a contractor to perform partial repair work on the Rogue River South Jetty located in Gold Beach, Oregon. The project involves procurement, delivery, and placement of jetty armor stone, with mandatory repairs covering approximately 260 linear feet and optional additional repairs. Key contract requirements include toe and side slope repairs, potential excavation and resetting of the jetty cross-section, and using design stone with a W50 of 18 tons and minimum density of 170 pcf. The contract will use a Firm Fixed-Price structure, and interested parties must submit a six-page response by May 4, 2025, at 3:00 pm PDT. The solicitation targets maximum small business participation, with the project expected to be advertised in June 2025 and awarded in August 2025.

While there is no specific set-aside designation, the procurement strongly encourages participation from small businesses, including Small Disadvantaged Businesses (8(a)), HUBZone firms, Woman-Owned Small Businesses, Service-Disabled Veteran-Owned Small Businesses, and Veteran-Owned Small Businesses. The estimated contract value ranges between $1,000,000 and $5,000,000, with the North American Industrial Classification Code (NAICS) 237990 and a size standard of $45.0 million. The construction work is scheduled to occur between August 2025 and January 2026, with an estimated project completion by the end of calendar year 2026. The project will involve complex civil engineering construction, specifically addressing channel-side damage to the jetty through strategic stone placement and potential cross-section reconstruction.

Update #2 · Latest ·

The project is located on the Southern Oregon Coast at the inlet to Rogue River in Gold Beach, Curry County, Oregon. The project consists of procurement, delivery, and placement of jetty armor stone between stations 7+10 and 10+80. The mandatory work includes toe and side slope repairs to address a channel-side damage zone from 8+20 to 9+80 with a 50-foot buffer on either side for a total construction length of approximately 260 ft. Optional repairs include an additional 60 ft of repair from 7+60 to 8+20 and reworking the jetty from 9+80 to 10+30. Due to apparent instability of the core and lack of interlocking on the south side of the cross-section, rework and/or reconstruction of the full cross-section may be needed along at least a partial length of the mandatory repair zone. To accomplish that effectively, the toe of the jetty on the south side may need to be excavated and the stone/cross-section reset. Design stone W50 is 18 tons, with a minimum density of 170 pcf. The repair work is expected to be carried out between August 2025 and January 2026.

Attached drawings are DRAFT copies only and are not the FINAL DESIGN.  They are for reference only at this time and will change before solicitation.
