About this opportunity
The Department of Agriculture Forest Service seeks proposals for a Blanket Purchase Agreement covering stewardship and restoration services across eleven National Forests in Colorado, South Dakota, and Wyoming (Arapaho-Roosevelt, Bighorn, Black Hills, Grand Mesa-Uncompahgre-Gunnison, Medicine Bow-Routt, Nebraska, Pike-San Isabel, Rio Grande, San Juan, Shoshone, and White River), with the solicitation remaining open and continuous for the life of the BPA and proposals evaluated at the Forest Service's convenience. Amendment 003, posted March 24, 2025, incorporates FAR class deviations to comply with recent Executive Orders and removes outdated FAR and AGAR clauses non-compliant with commercial acquisition procedures.
Place of performance is Denver, Colorado, with work conducted across the eleven named National Forests. This is a commercial-item acquisition under the Permanent Stewardship Contracting Authority Act (16 USC 6591c), permitting full and open competition. Multiple BPA awards will be made on a forest-by-forest basis; only awardees may bid on subsequent Call Order solicitations for project-specific work.
Services include cut and removal of sawtimber, non-sawtimber, and biomass; mastication, hand cutting, and piling; and road maintenance. Call orders may be issued for three contract types: Integrated Resource Service Contracts with required timber removal, service-based IRSCs with optional timber removal, and service-only contracts. The NAICS code is 115310, Support Activities for Forestry, with a small business size standard of $30 million for future call orders (changed from $8 million under Amendment 002). The period of performance is ten years from contract award, with possible extension up to twenty years; call orders may extend up to two years past BPA expiration. Technical evaluation criteria include key personnel, equipment, past performance, and benefit to local community, with past performance moderately more important than other technical factors. Offerors must be registered in the System for Award Management to be eligible for award and to receive call order solicitations by email.
