About this opportunity
The U.S. Department of Agriculture Forest Service is seeking a small business contractor to perform field-based vegetation sampling for the Rocky Mountain Research Station's Forest Inventory and Analysis program in Wyoming during 2025. The contract requires a two-person minimum field crew to conduct comprehensive forest and non-forest vegetation sampling, which includes locating, monumenting, and photographing inventory plots, conducting tree and vegetation inventories, collecting tree cores, and recording data using Forest Service MIDAS software. Evaluation criteria will consider price, technical capability, past performance, and experience, with the most advantageous offer likely to receive the award. Interested vendors must submit technical and price quotes electronically to william.g.ristoff@usda.gov by June 25, 2025, at 11:00 AM Mountain Time. The contract requires a crew leader with at least two years of forestry/ecology education and previous field sampling experience.
The solicitation is totally set aside for small businesses under NAICS code 115310 with a size standard of $11.5 million. The contract will be a firm fixed-price award with a base year performance period from June 24, 2025 to September 30, 2025, focusing on conducting vegetation sampling across wilderness and non-wilderness plots in Wyoming. The work will primarily occur in areas like Shoshone National Forest and Bridger-Teton National Forest, with specific plot locations in Park and Sublette counties. Contractors must provide their own field equipment, including GPS units and personal data recorders, and follow strict data collection and confidentiality protocols. The project involves collecting statistically based vegetation and soil data across various land ownerships, with field work concentrated in the summer months and requiring detailed quality assurance assessments throughout the project.
