About this opportunity
The General Services Administration seeks to establish small business IDIQ contracts for construction repair and alteration services across five Rocky Mountain geographic zones, with proposals due August 18, 2026. This is a Total Small Business Set-Aside with a $45 million size standard, foreclosing non-small-business competition.
Place of performance spans five zones: Colorado & Wyoming, Montana, North Dakota, South Dakota, and Utah. The contract covers general construction, design-build, architectural and engineering services, and specialized work including membrane roofing, asbestos and lead abatement, and elevator modernization for federally-owned and leased facilities such as courthouses, federal office buildings, and land ports of entry. Services will be performed at multiple locations within each zone.
Offerors must propose separately for each zone, with a maximum of one awarded contract per zone. Minimum qualifications include a bona fide place of business in or adjacent to each proposed zone and aggregate bonding capacity of at least $10 million per zone; bonding capacity documentation must come from a signed letter by an insurance broker or surety bonding company identifying a surety on the Treasury Department's certified list. The contract type is Firm-Fixed-Price IDIQ with a one-year base term (November 1, 2026 through October 31, 2027) plus four one-year options. The estimated maximum ceiling across all zones is $500 million, with a guaranteed minimum of $2,500 per contract. Individual task order values are anticipated to range from $50,000 to $350,000 with no minimum or maximum per order. Offerors must propose fixed Overhead, Profit, and Bond percentages (guidance: Overhead 8–15%, Profit 5–10%, Bond 1–3.5%) that serve as maximums for all task orders. Award uses highest technically rated approach with fair and reasonable pricing; non-price factors (Prior Experience and Past Performance) are weighted significantly more important than price. A pre-proposal conference is scheduled for July 22, 2026 at 1:00 PM MST. The solicitation has been amended three times, most recently on August 13, 2026, extending the deadline and clarifying bonding documentation and reference submission standards.
