About this file
This is Amendment 001 to Solicitation 47PH5126R0001, issued by the U.S. General Services Administration (GSA), Public Buildings Service, effective July 27, 2026. The amendment updates the Rocky Mountain Construction Indefinite Delivery Indefinite Quantity (IDIQ) solicitation for Multiple Award Task Order Contracts (MATOCs) set aside for small businesses only. The amendment removes Solicitation Section II.E, paragraph (1), which previously required submission of financial responsibility documentation. Offerors are no longer required to submit certifications with their proposals. The solicitation is set aside for small businesses only under FAR 19.104-3(a) and does not incorporate SBA 8(a) program standards.
The amendment includes answers to eleven pre-solicitation questions addressing key proposal requirements. GSA does not have a target number of awardees per zone; awards will be made to all offerors deemed highly technically rated with fair and reasonable pricing. GSA has not established an anticipated number of projects to be solicited in each zone after award. Bona fide office requirements remain unchanged for each zone, and past performance cannot satisfy the minimum bona fide office requirement. All references must be submitted using the provided Attachment A (Past Performance References) and Attachment B (Prior Experience on Relevant Projects) forms without layout modifications. Offerors shall submit fully completed Attachment A and Attachment B worksheets in accordance with Section VI.F. Non-Price Factors evaluation criteria.
