About this opportunity

The Department of the Army Texas Army National Guard seeks procurement, installation, testing, and commissioning of a complete 350 kW diesel emergency standby generator system with removal and installation in accordance with the Statement of Work, with proposals due July 3. The procurement is set aside for Total Small Business.

Place of performance is Houston, Texas (Building 1191, Ellington Field). The contractor must furnish all labor, parts, tools, paint, equipment, appliances, transportation, materials, engineering, supervision, and incidentals necessary to deliver a fully operational emergency power system supporting a 24-hour operations facility. All contractor and subcontractor personnel must be U.S. citizens with valid proof of citizenship, pass Security Forces screening, and complete Antiterrorism Awareness Level I training within 15 days of contract start.

Key technical requirements include structural evaluation and potential extension of the existing concrete pad; electrical integration with existing building distribution and Automatic Transfer Switch; UL 142 compliant double-wall fuel tank sized for 48-72 hour runtime based on building load rather than the generator's full rated output; arc fault and coordination studies with results submitted to the Government; load bank testing per NFPA 110 including a mandatory 4-hour load test; and comprehensive testing including Factory Acceptance Testing, electrical acceptance testing, and operator training. The contractor must provide a dedicated onsite superintendent or project manager full-time during active construction and temporary portable generator and cabling to maintain emergency backup power during the project. The existing generator remains Government property. Performance period is 60 calendar days after receipt of order, excluding approved generator manufacturing lead times, with work performed Tuesday through Friday, 0800–1600 hours. NAICS code 335312 (Motor and Generator Manufacturing); PSC 5680. A revised Statement of Work and Q&A were published June 26.
