About this opportunity
The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 5 issued a service-disabled veteran-owned small business set-aside RFQ for robotic surgical neurology equipment and software solutions with a quote due date of July 27, 2026. The solicitation is restricted to SDVOSB contractors under NAICS 334517 and PSC J065.
The Government seeks a complete robotic brain surgery system for ENT, cranial, and spinal neurology procedures, including a passive optical navigation platform with mobile 32-inch 4K touch display cart and infrared camera wheeled cart, integrated laser pointer, and VA TRM-compliant software modules without remote access capability. The 63-line-item procurement encompasses hardware components, patient reference arrays, sterilization trays, instrument adapters, software subscriptions covering alignment updates, image fusion, segmentation, and trajectory planning, plus OEM-authorized installation, integration verification, and clinical staff training. The contractor must deliver, install, deinstall existing equipment, complete VA TRM compliance configuration and DICOM setup, and conduct training within one year of award, with warranty covering all parts, labor, remote support, and travel costs commencing upon proof of service.
Quoters must submit SF 1449 with CAGE code, DUNS number, and UEI; complete mandatory Excel price and delivery schedules; provide Buy American Certificates; and submit FOB Destination only. Distributors require manufacturer authorization letters. Fuel surcharges are prohibited. Single-award evaluation uses comparative analysis methodology; the Government reserves the right to conduct clarification discussions and award all or none. Service Contract Act prevailing wage rates apply to Maryland installations.
