The Department of Agriculture Agricultural Research Service seeks quotations for one robotic liquid handler with delivery, installation, and training, with offers due August 5, 2026 at 2:00 PM Central Time. Place of performance is Florence, South Carolina, with delivery to the USDA-ARS Coastal Plains Soil, Water & Plant Research Center, 2611 West Lucas Street. Delivery is required by September 30, 2026 on a firm fixed-price, F.O.B. destination basis.
The robotic liquid handler must meet nine minimum technical requirements: built-in UV lamp for surface decontamination; contained housing with air filtration for clean air pipetting; user training for setup and multi-use programming; volume handling from 0.2 to 1,000 microliters; magnetic bead separation support; vacuum filtration-based purification support; temperature control for 96-well PCR plates; compatibility with Qiagen and Oxford Nanopure DNA extraction kits; and full compatibility with ThermoFisher QuantStudio Absolute Q digital PCR consumables and reagents. Quoted products must meet or exceed all salient characteristics of the specified brand name, be clearly identified by brand, make, and model number, include sufficient descriptive literature demonstrating compliance, be available within the specified timeframe, and show manufacturer authorization to sell.
Evaluation uses lowest price technically acceptable criteria. Only the lowest priced offer is initially evaluated for technical acceptability and past performance. Questions are due 3 days before solicitation closing via email to shalunda.mix@usda.gov. Award will be made on a firm fixed-price basis. The successful contractor must enroll in the Invoice Processing Platform (IPP) for electronic invoice submission.

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 12. This announcement constitutes the only solicitation. Quotations are being requested and a separate written solicitation will not be issued.
