About this file
This is a Statement of Requirements for the purchase, delivery, installation, and training of a robotic liquid handler for the USDA-ARS Coastal Plains Soil, Water & Plant Research Center in Florence, South Carolina.
The Center requires a robotic liquid handling system to automate high-throughput analytical laboratory processes, including sample preparation, serial dilutions, and reagent additions. The system must address current limitations in manual liquid handling, including operator variability, capacity constraints, and data integrity risks. The instrument will support all three national programs at the Center and collaborating ARS units across the United States, enabling unattended operation including overnight and weekend runs to increase throughput and productivity while freeing skilled personnel for method development and data interpretation.
The robotic liquid handler must meet nine minimum technical requirements: built-in UV lamp for surface decontamination; contained housing with air filtration for clean air pipetting; user training for setup and multi-use programming; volume handling range from 0.2 microliters to 1000 microliters; support for magnetic bead separation protocols; support for vacuum filtration-based purification; temperature control module for 96-well PCR plates; compatibility with Qiagen and Oxford Nanopure DNA extraction kits; and full compatibility with consumables and reagents for the ThermoFisher QuantStudio Absolute Q digital PCR instrument. The deliverable must be shipped to 2611 West Lucas Street, Florence, SC 29501 with a period of performance of 60 days after receipt of order. The evaluation factor is technical acceptability.

Statement of Requirements Project: Robotic Liquid Handler
GENERAL INFORMATION
1.0 Scope of Work: Purchase, delivery, installation, and training for a robotic liquid handler.
2.0 Background:
The Center’s analytical laboratories currently rely on manual liquid handling for high-throughput assays, sample preparation, and routine analytical workflows.
These labor-intensive processes increase operator variability, limit capacity, and pose growing risks to productivity and data integrity as research demands rise. To support expanding priorities aimed at improving farmer productivity and profitability, the laboratory must ensure high quality analytical results with which to provide recommendations and develop new technologies.
Robotic liquid handling instrumentation will significantly improve efficiency by automating repetitive pipetting, serial dilutions, reagent additions, and other precision-dependent tasks. Automation minimizes human error, enhances accuracy and consistency, and enables reliable processing of large sample batches. It also frees skilled personnel from routine manual work, allowing them to focus on method development, data interpretation, and other mission-critical activities.
Robotic systems increase throughput and scalability, supporting rapid turnaround times and the ability to manage larger sample loads without compromising quality.
Unattended operation, including overnight and weekend runs, further boosts productivity and instrument utilization. This equipment will directly support all three national programs at the Center and provide broader benefit to collaborating ARS units across the United States.
