About this opportunity

The National Park Service seeks road striping services at Whiskeytown National Recreation Area in Shasta County, California, with the current due date of September 4, 2026 following multiple amendments. This is a Total Small Business Set-Aside under NAICS 237310.

Place of performance spans eleven locations across the recreation area, including the Visitor Center Parking Area, Brandy Creek Beach, South Shore Drive, Brandy Creek Marina Road and RV Parking, Whiskey Creek, Oak Bottom Beach/Marina/Fire Station/Boat Launch, and Carr Powerhouse. Work encompasses approximately 20,000 linear feet of centerline striping and over 700 parking stalls, including standard, ADA, double, and trailer variants, plus directional arrows and stop bars.

All pavement marking materials must comply with California Department of Transportation Standard Specifications and the California Manual on Uniform Traffic Control Devices. Acceptable materials include waterborne traffic paint for centerlines and parking stalls, and thermoplastic markings (torch-applied or spray-applied) for stop bars, pavement legends, accessible parking symbols, and directional arrows, with all products selected from the Caltrans Qualified Products List. Surface preparation must remove dirt, debris, vegetation, and contaminants per Caltrans standards. Work is limited to daylight hours (7 AM to 5 PM, Monday–Friday, excluding government holidays); evening or nighttime work is available with prior Contracting Officer approval. Road closures are not anticipated; contractors must maintain traffic through approved Traffic Control Plans, though localized or phased parking lot closures may be considered where operationally feasible. The contractor must hold a current California Contractor State License (C-32 or equivalent) and must provide a one-year warranty on workmanship following final acceptance.

Performance period is September 7, 2026 to January 3, 2027, with work to commence within 10 calendar days of notice to proceed and be completed within 150 days. The government seeks offers in the $100,000 to $200,000 range, though quotations outside this range will be considered if they provide best value. Award will be firm-fixed-price to the responsible quoter with the most advantageous offer considering price and other evaluation factors.

Required submittals include Standard Form 1442, completed Quote/Price Sheet with unit pricing for all schedules, bid bond at 20 percent of bid price, SAM registration confirmation, small business status representation, Buy American compliance documentation, California Contractor State License copy, and Technical Information Form (limited to one page for technical approach). Performance and payment bonds at 100 percent of contract price and liability insurance of $500,000 per occurrence are required. Davis-Bacon prevailing wage rates apply per General Decision CA20260007 (Shasta County rates, effective May 18, 2026). Evaluation weighs price, relevant experience within the past six years, technical approach, California Contractor State License validity, and past performance references.

Quotations must be submitted electronically to Brenda Lewis (brenda_lewis@ios.doi.gov). Amendments 01–04, effective through August 27, 2026, extended the deadline (initially July 20), uploaded Questions and Answers and Site Visit Sign-in documentation, added a Technical Approach section to Attachment 4, reopened solicitation to increase competition, and included optional line items for additional work. David Oechsli serves as the Contracting Officer's Representative. An organized pre-bid site visit was held July 15, 2026 at 8:00 AM at Whiskeytown Visitor's Center.
