About this file
This is a Questions and Answers document for the WHIS Roadway Striping Project (PMIS 317111), Solicitation #140P8426Q0052. The document addresses five key questions regarding project requirements and contractor expectations.
Surface preparation must comply with California Department of Transportation (Caltrans) Standard Specifications and the California Manual on Uniform Traffic Control Devices (CA MUTCD), including removal of dirt, debris, vegetation, weeds, grasses, loose material, and contaminants that would affect adhesion or marking performance. Acceptable pavement marking materials include waterborne traffic paint for centerlines, parking stall striping, and linear markings; thermoplastic pavement markings (torch-applied or spray-applied) are acceptable for stop bars, pavement legends, accessible parking symbols, and directional arrows, with all products requiring compliance with applicable Caltrans requirements. The project work extends along South Shore Drive from coordinates 40°36'49.20"N, 122°34'26.62"W to approximately 40°37'30.04"N, 122°34'45.89"W on federally maintained roadway, with the segment from State Highway 299 to the paved bridge maintained by Shasta County. Regarding project operations, the Government is willing to consider evening or nighttime work with prior Contracting Officer coordination and approval. Complete closure of roads or visitor-use areas is not anticipated; contractors should plan work to maintain traffic through appropriate traffic control measures in accordance with an approved Traffic Control Plan, though localized or phased closures of individual parking lot sections may be considered where operationally feasible.

Beginning at the paved bridge (40°36'49.20"N, 122°34'26.62"W), the roadway becomes federally maintained and is identified as South Shore Drive. The striping work identified under this contract extends from that location to approximately:
40°37'30.04"N, 122°34'45.89"W
This roadway segment is identified as South Shore Drive on Google Maps and should be readily identifiable during field verification.
Question 3
What pavement marking materials are acceptable for this project?
Answer
The Contractor shall furnish materials that comply with the contract requirements and applicable Caltrans and MUTCD standards.
Acceptable materials include:
• Waterborne traffic paint for roadway centerlines, parking stall striping, and similar linear pavement markings.
• Thermoplastic pavement markings (torch-applied or spray-applied, as appropriate) are acceptable for stop bars, pavement legends, accessible parking symbols and associated markings, and directional arrows.
All products shall comply with applicable Caltrans requirements and be approved for their intended application.
Question 4
Is evening or nighttime work acceptable?
Answer
The Government is willing to consider evening or nighttime work. Any work performed outside the normal contract working hours will require prior coordination and approval by the Contracting Officer in accordance with the contract requirements.
Question 5
Will the Government allow complete closure of work areas during striping operations?
Answer
Complete closure of roads or visitor-use areas is not anticipated for this project.
Contractors should prepare their estimating assuming work will be performed while maintaining traffic through appropriate traffic control measures in accordance with the approved Traffic Control Plan.
Localized or phased closures of individual parking lot sections may be considered where operationally feasible; however, full closures of major visitor-use areas are not preferred.
