Added: May 09, 2011 5:27 pm Modified: Jun 21, 2011 2:56 pmTrack Changes The Gifford Pinchot National Forest intends to acquire road maintenance services. Including but not limited to: roadside brushing, damaged road repair, ditch cleaning, culvert cleaning, grading, and minor culvert and drainage repair, culvert replacement, asphalt patching, major slump/slide removal, aggregate surfacing, and bridge maintenance. The locations for these projects include Mt. Adams Ranger District, Cowlitz Valley Ranger District, and the Mt. St. Helens National Volcanic Monument.

This acquisition is a 100% set-aside for HUBZone concerns. The applicable NAICS code is 237310- Highway, Street, and Bridge Construction with a corresponding size standard of $33.5 million. While the primary NAICS code for this procurement is for construction, some items of work ordered will be service in nature and covered under the Service Contract Act (SCA). Offerors will be evaluated on capability, price reasonableness, acceptability, and technical approach. Award of an IDIQ contract will be made to a range of two to five contractors. These Contractors will compete for task orders as road maintenance needs arise. Each contract will have a minimum guarantee of $2,500.00 and the cumulative value of all orders placed against all contracts will not exceed $1.5 million. Contracts will be awarded to the offerors whose submittals, in compliance with the solicitation represent the best value to the government.

The solicitation for this project will be issued on or around May 24, 2011 with offers due on or around June 23, 2011. All responsible sources may submit an offer which will be considered by the government. In accordance with FAR 4.1102(a), prospective contractors must be registered in the Central Contractor Registration (CCR) database prior to award of a contract. Lack of registration in the CCR on the part of the offeror will render an offeror ineligible for award. Offerors may obtain information on registration and annual confirmation requirements by calling 1-888-227-2423, or via the Internet at http://www.ccr.gov//.

For clarification purposes: The attached Amendment 1 (titled Amendment 2 on the SF-30) is the only amendment for this solicitation.
