C-8 Quantity Measurement Terms

A. Measurement under the contract shall be according to standard measure.

B. The methods of measurement and computation will be those necessary to accurately determine the quantities of materials furnished and work performed.

C. All items measured by the mile will be parallel to its longitudinal centerline, unless otherwise shown on the drawings.

D. A station when used as a definition of term or measurement will be 100 feet.

E. Miles will, in the absence of known distances from existing plans or surveys, be determined by the Government using a calibrated survey odometer or distance measuring device operated on the traveled way at or parallel to road centerline. Single lane mile measurement will mean the product of the road length in miles times the equivalent number of continuous traveled way lanes on the road. On two (2) lane roads, the lane miles will be twice the length of the road segment maintained. On one (1) lane roads, the added length of turnouts will be determined by using a factor that includes the cumulative length of the turnouts. Unless a different factor is established in Supplemental Specifications or listed for each affected one (1) lane road in the Road Listing forty percent (40%) of the road will be considered as having turnouts; this yields a factor of one point four (1.4) times the length in miles of the road segment maintained.

This adjustment is intended to apply only to work performed on the road surface, including turnouts; the adjustment is not intended to apply to work performed off the road surface, e.g., roadside brushing, nor when it is expressly stated in this contract that work is not required on turnouts.

F. Trucks used to haul material measured by truck weight shall be weighed empty at least once daily, and each truck shall bear a plainly legible identification mark. Weigh tickets furnished by the Contractor from certified scales will be used to determine weight measurements. Materials measured by the cubic yard in hauling vehicle shall be measured therein at the point of delivery. Vehicles may be of any size or type, provided that the box is of such shape that the actual volume may be readily and accurately determined.

G. Measurement by the acre will use the length and width treated. Measurement of width will approximate significant slope breaks, but will not include minor deviations along the slopes.

H. Volume of bituminous products will be measured at 15.6 degrees C, using ASTM D-

1250 for asphalt. Emulsified asphalt shall be measured at 15.6 degrees C, or by converting the volume at another temperature to volume at 15.6 degrees C by means of the following formula:

L at 15.6 degrees C = 1 + 0.00045 (T degrees C - 15.6 degrees C)

L at T degrees C where T degrees C = temperature of the emulsified asphalt at the time the volume is measured.

I. The term "Lump Sum" when used in the Task order Schedule of Items will mean the complete unit as required by or described in the contract.

J. Measurement will be made of each item or unit of work, as shown in the Schedule of Items, completed and accepted in accordance with the contract provisions, specifications and drawings.

C-9 Coordination of Contract Documents

A. The specifications, drawings, and all other provisions are essential parts of the contract.

They are intended to be mutually complementary. In the case of discrepancy, the following is the order of precedence (supplementing FAR 52.214-29 in Section L of this contract):

1. Supplemental Specifications;

2. Drawings;

3. Standard Specifications for Maintenance of Roads.

C-10 Technical Specifications for Maintenance of Road

A. The specifications are numbered in the "800" series codes. Only those sections which could be applicable to this contract are included. There will be gaps between the section numbers due to the fact that many sections have been purposely omitted or because certain specification sections have been reserved for possible future inclusion in the "800" series.

C-11 Applicability of the Service Contract Act (SCA) and Davis Bacon Act (DBA)

A. The Contractor is responsible for compliance with the Service Contract Act (SCA) and

Davis Bacon Act (DBA). The Department of Labor (DOL) is responsible for enforcement of the SCA and DBA. “Data Universal Numbering System (DUNS) number” means the 9-digit number assigned by Dun and Bradstreet, Inc. (D&B) to identify unique business entities.

“Data Universal Numbering System +4 (DUNS+4) number” means the DUNS number assigned by D&B plus a 4-character suffix that may be assigned by a business concern.

(D&B has no affiliation with this 4-character suffix.) This 4-character suffix may be assigned at the discretion of the business concern to establish additional CCR records for identifying alternative Electronic Funds Transfer (EFT) accounts (see the FAR at Subpart 32.11) for the same concern.

“Registered in the CCR database” means that—

(1) The Contractor has entered all mandatory information, including the DUNS number or the DUNS+4 number, into the CCR database; and https://www.acquisition.gov/far/current/html/Subpart%2032_11.html#wp1043964
