About this opportunity

The Department of the Treasury's Bureau of Engraving and Printing (BEP) is soliciting a Blanket Purchase Agreement (BPA) for rigging services, including disassembly, relocation, demolition, removal, and disposal of large heavy equipment weighing approximately 10-35 tons at its Washington, D.C. facility and Landover, Maryland warehouse. The contractor must provide all necessary personnel, equipment, supplies, transportation, tools, materials, and supervision to complete these services, with particular emphasis on safely moving or removing equipment without damage or personnel injury. Key requirements include conducting pre-inspections, developing detailed rigging and demolition plans certified by a District of Columbia-licensed Structural Engineer, submitting a comprehensive Quality Control Plan, and managing equipment disposal while providing scrap metal proceeds to BEP. The solicitation will employ a Lowest Price Technically Acceptable (LPTA) evaluation approach, with offerors required to submit three volumes addressing Technical Capability, Past Performance, and Cost/Price, along with three past performance references demonstrating relevant experience. Proposals must be submitted by February 26, 2026, at 12:00 PM EST, and interested vendors are strongly encouraged to attend mandatory site visits scheduled for January 26, 2026, in Landover and January 28, 2026, at the Washington, D.C. facility.

This opportunity is designated as a Total Small Business set-aside, limiting competition to eligible small business concerns. The contract is structured as a firm-fixed-price BPA with a five-year performance period from April 1, 2026, through March 31, 2031, comprising a base period and four option years, with the government placing calls on an as-needed basis for approximately eight equipment visits per contract period. No incumbent contractor or specific budget ceiling is identified in the solicitation materials. The primary place of performance is Washington, D.C. 20228, with secondary operations at the Landover, Maryland warehouse location. All prospective offerors must be registered in the System for Award Management (SAM) and should direct questions to Contracting Officer Marico Sellers at marico.sellers@bep.gov, with points of contact available at (202) 435-8013 for the Washington, D.C. facility and (202) 874-0841 for the Landover location.
