About this opportunity
The Bureau of Land Management is soliciting quotes for exterior corral cleaning at the Ridgecrest Regional Wild Horse and Burro Facility in Ridgecrest, California, under RFQ 140LL027Q0015, with quotes due November 13, 2026 at 11:00 AM Pacific Time and questions due November 6, 2026. The Set Aside line reads "No Set-Aside Used," and the notice names no sole-source intent or contract vehicle requirement.
The work is performed at Ridgecrest, in Kern County, California. The contractor must remove manure and wind-blown material from approximately 46 acres of pens and alleyways across 47 pens, scraping down to mineral soil, with material depth varying from less than 1 inch to 18 inches or more. Work covers pens, alleyways, areas beneath fencelines and feeders, perimeter roads, and areas within 8 feet of all fencelines. Hauled material goes to a designated disposal site on the east side of the facility, about one-quarter mile from the furthest pen. Work runs 7:00 AM to 3:00 PM, Monday through Friday, on facility business days.
The contractor must supply and operate, at minimum, one skid steer or compact track loader, one front-end loader or skip loader, one scraper or motor grader, and one dump trailer or truck with 20-cubic-yard capacity. Equipment must meet OSHA standards, including rollover protective structures, and must be repaired or replaced within seven calendar days of breakdown. A laborer must accompany equipment operators to access tight quarters and temporarily move corral panels, and the contractor must restore all panels to original locations. The contractor assumes liability for damage to government property and must report incidents to the Facility Manager immediately. The government furnishes water through a 3-inch NPS hydrant, pen layout diagrams, animal movement personnel, panel removal instruction, and facility access coordination.
The RFQ states a performance period of November 15, 2026 through January 16, 2027, while the Performance Work Statement states performance from time of award through January 16, 2027. The RFQ requires general liability insurance of $100,000 per person and $500,000 per occurrence for bodily injury, and $100,000 per accident and $500,000 aggregate for property damage. Pricing is a firm fixed-price purchase order, and all shipping and travel costs must be included in the line items. The Service Contract Act wage determination for Kern County (No. 2015-5603, Revision 32, effective August 27, 2026) applies, with health and welfare set at $5.92 per hour.
Quotes must include a completed Standard Form 18 and a detailed work plan, and offerors must be registered and active in SAM. Quotes are submitted by email to laurie_ehlinger@ios.doi.gov. Evaluation uses two factors: technical approach, covering the work plan, timeline, and equipment, and price, covering pricing schedule reasonableness with pay rate, travel and lodging, and payment calculation breakdowns. The notice states no relative weighting. The NAICS code is 562119, Other Waste Collection Services, and the PSC is R408.
