About this opportunity
The U.S. Fish and Wildlife Service is soliciting competitive proposals for rehabilitation of the Ridge Trail Boardwalk at Bayou Sauvage National Wildlife Refuge in New Orleans, Louisiana under Solicitation No. 140FC126R0003. The project involves removal and replacement of existing deck boards, toe boards, and deteriorated structural components on approximately one-half mile of boardwalk damaged during Hurricane IDA in August 2021. The contractor must demonstrate recent relevant experience with at least two projects valued at $200,000 or more within the last five years involving trail boardwalk work, possess adequate technical capabilities and qualified key personnel to execute the work plan, and submit the lowest technically acceptable price. Evaluation will proceed on a Lowest Price Technically Acceptable (LPTA) basis using three factors: relevant experience, technical capabilities and ability to deliver, and price. Proposals must be submitted electronically by March 13, 2026, at 5:00 PM local time, with a highly encouraged pre-proposal site visit scheduled for February 18, 2026, at 10:00 AM CST. Prospective bidders must submit inquiries to Contract Specialist JoAnn Mallory at joann_mallory@fws.gov no later than five calendar days prior to the proposal due date.
This solicitation includes no set-aside designations and is open to all qualified contractors under NAICS code 237990 (Heavy and Civil Engineering Construction Contractors) with a $45 million size standard. The estimated contract value ranges between $250,000 and $500,000 as a firm fixed-price construction project. The contractor must commence work within 10 calendar days of receiving notice to proceed and complete all construction work within 90 calendar days, with delivery required by April 30, 2026. Performance and payment bonds are required within 10 calendar days of award, along with a bid guarantee equal to 20 percent of the bid price or $1,000,000, whichever is less. The work will be performed at Bayou Sauvage National Wildlife Refuge in Lacombe, Louisiana, with contract administration handled by the FWS Construction A/E Team 1 in Falls Church, Virginia, and all work must comply with Davis-Bacon prevailing wage rates, federal construction standards, OSHA safety requirements, and environmental protection regulations.
