About this opportunity

The U.S. Embassy Kathmandu is requesting quotations for comprehensive mobile telecommunications services covering 555 SIM cards across three service tiers with varying data allowances, call minutes, and SMS allocations, along with international calling and roaming capabilities. Key requirements include holding a valid Nepal Telecommunications Authority license, maintaining SAM registration, establishing a Closed User Group with free internal calling, providing a dedicated English/Nepali-speaking account manager, operating a service center within 3 kilometers of the Embassy, and delivering 24/7 customer support with SIM/eSIM provisioning within two business days. Proposals will be evaluated primarily on price, with offerors required to submit the Standard Form 1449, completed pricing tables in NPR and/or USD with VAT listed separately, representations and certifications, a C-SCRM questionnaire, and proof of NTA licensing and SAM registration. The deadline for submitting questions is April 24, 2026, at 04:59 pm Kathmandu local time, with quotations due by May 11, 2026, at 04:59 pm Kathmandu local time; a mandatory site visit is scheduled for April 22, 2026, at 10:15 am at US Embassy Nepal in Maharajgunj, Kathmandu.

This solicitation carries no set-aside designation and represents a one-year base period contract with four one-year renewal options, though specific contract value or budget ceiling has not been disclosed in the available documentation. The requirement encompasses 305 SIMs with 30GB monthly data and unlimited local calls, 40 SIMs with 15GB monthly data and 400 call minutes, and 210 SIMs with 5GB monthly data and 250 call minutes, providing a substantial mobile telecommunications portfolio. No incumbent contractor or prior award history is identified in the solicitation materials. Performance will take place in Kathmandu, Nepal (44600), with the service center required to be located within 3 kilometers of the U.S. Embassy.
