About this opportunity
The Puerto Rico Army National Guard seeks quotations for the supply, delivery, and installation of uninterruptible power supply systems at Fort Buchanan, with proposals due September 23 at 1:00 PM local time (AST). This is a 100% Women-Owned Small Business set-aside under a simplified RFQ procedure.
The procurement comprises two line items: one 200 kVA UPS full replacement system (including removal and EPA-compliant disposal of an existing Liebert NX unit) at JFHQ-PR Building 552, and supply and delivery only of four 10 kVA UPS systems to USPFO Warehouse Building 541, both located at Fort Buchanan, Puerto Rico. Period of performance is 90 calendar days from award. The NAICS code is 335999, All Other Miscellaneous Electrical Equipment and Component Manufacturing; PSC 6140, Batteries, Rechargeable.
The 200 kVA unit must be 480 V AC, 3-phase, online double-conversion topology with minimum 95% efficiency, lithium-ion batteries with battery management system providing minimum 30-minute runtime at full load, and SNMP/web interface capability. Critical requirements include Emergency Power Off functionality and interface with the existing SEVO Force500 FM-200 gas fire suppression system. Maximum allowable downtime is eight hours; manufacturer-approved bypass solutions are permitted. The four 10 kVA units require 208 V AC, online double-conversion topology, 19-inch rack-mount or tower configuration, and VRLA batteries with minimum 30-minute runtime. All warranties must cover minimum three years for electronics and two years for batteries.
Quoters must submit a price volume with completed SF 1449 and a technical volume (maximum 10 pages) demonstrating compliance with SOW specifications, including manufacturer cut sheets and battery discharge curves. Prices remain firm until September 30. Award will be made to the lowest-priced conforming, responsible quoter; the Government evaluates the lowest-priced quote first for technical acceptability and awards without evaluating other quotes if the lowest-priced quote conforms. The solicitation incorporates Buy American Act requirements; complete UPS systems including batteries must be manufactured in the United States with domestic and qualifying country components exceeding 65% of total component cost. The Nonmanufacturer Rule applies; small business resellers must source from small business manufacturers under NAICS 335999. An optional site visit is scheduled for September 18 from 8:00 AM to 11:00 AM at Fort Buchanan. The anticipated award date is September 28.
