About this file
This is a Request for Quotation (RFQ) for the purchase of Uninterruptible Power Supply (UPS) systems for Puerto Rico Army National Guard (PRARNG) facilities.
The solicitation consists of two line items: (1) one 160 kVA UPS full replacement system including supply of new equipment, removal, and disposition of existing equipment, and (2) supply and delivery of four 10-kVA UPS systems to a warehouse at Fort Buchanan, Puerto Rico. Both items are firm fixed-price procurements with a delivery schedule of 90 calendar days from award receipt. The solicitation is a small business set-aside for 100 percent women-owned small businesses (WOSB). Quotations must be submitted by 21 September 2026 at 2:00 PM to ng.prarng.purchasing-and-contracting.mbx@army.mil. Quoters must submit a price volume (completed SF 1449 form) and a technical volume (maximum 10 pages) demonstrating compliance with minimum Statement of Work specifications including efficiency, integrated bypass, physical dimensions, and verified battery discharge curves confirming required runtime under full load. Prices must remain firm until 30 September 2026. Award will be made to the lowest-priced conforming, responsible quoter whose technical submission is acceptable. The Government will evaluate the lowest-priced quote first; if technically acceptable, award will be made to that quoter without evaluating other quotes. The contracting officer is Carlos Castro (787-289-1400), and the point of contact for both line items is Juan A Colon (787-948-9832). Acceptance locations are at PRARNG Element facilities in Fort Buchanan, with CW2 Javier Olivo as the designated recipient.

(2) Any quote, modification, or revision received after the time specified for receipt of quotes is "late" and will not be considered unless it is received before award is made and the Contracting Officer determines that accepting the late quote would not unduly delay the acquisition. However, a late modification of an otherwise successful quote that makes its terms more favorable to the Government will be considered at any time it is received and may be accepted.
(3) If an emergency or unanticipated event interrupts normal Government processes so that quotes cannot be received at the Government office designated for receipt of quotes by the exact time specified in the solicitation, and urgent Government requirements preclude amendment of the solicitation or other notice of an extension of the closing date, the time specified for receipt of quotes will be deemed to be extended to the same time of day specified in the solicitation on the first work day on which normal Government processes resume.
(4) Reserved.
(d) Award of Purchase Order. The Government intends to review quotes and award a firm-fixed-price (FFP) purchase order. The quoter's initial quote should contain the quoter's best terms. The Government reserves the right to seek clarifications on the contents of the quote if determined necessary by the Contracting Officer.
The Government may reject any or all quotes if such action is in the public interest and waive informalities and minor irregularities in quotes received.
(e) Debriefings. If a post award debriefing is given to requesting Offerors, the Government will disclose the following information, if applicable:
(1) The agency's evaluation of the significant weak or deficient factors in the debriefed Offeror's offer.
(2) The overall evaluated cost or price and technical rating of the successful Offeror and the debriefed Offeror and past performance information on the debriefed Offeror.
(3) The overall ranking of all Offerors when any ranking was developed by the agency during source selection.
(4) A summary of the rationale for award.
(5) For acquisitions of commercial products, the make and model of the product to be delivered by the successful Offeror.
(6) Reasonable responses to relevant questions posed by the debriefed Offeror as to whether the agency followed source-selection procedures set forth in the solicitation, applicable regulations, and other applicable authorities.
Note: This solicitation is a Request for Quotations (RFQ). A quotation is not an offer, and this is not a request for proposals. While the debriefing procedures described above are required by statute, the Government may provide a brief explanation to unsuccessful quoters upon request, consistent with RFO Part 12.301(b).
(end of provision)
Addendum 1 52.212-1 Addendum - Use and Reliance on Artificial Intelligence (AI) Tools
(a)
(11) Use and Reliance on Artificial Intelligence (AI) Tools: The Government intends to identify vendors capable of delivering commercial products or services in accordance with the solicitation. Quotations must reflect actual commercial capability, not generalized descriptions.
(i) Advisory on AI Use. Quoters may use artificial intelligence (AI) tools to assist in preparing quotations;
however, the Government will evaluate quotations based on demonstrated ability to meet requirements, not narrative sophistication.
(ii) Quoter Representation: By submitting a quotation, the quoter affirms that:
1. The quotation accurately reflects the product/service being offered;
2. Technical descriptions, specifications, and performance claims are current, commercially available, and verifiable; and
3. Any automated content has been reviewed for accuracy and applicability.
(iii) Evaluation Considerations: The Government may consider whether:
1. The quotation demonstrates clear alignment with the requirement;
2. Product or service descriptions are specific and commercially supportable;
3. The quotation avoids generic or non-specific language inconsistent with commercial practice.
4. Quotations lacking sufficient specificity or containing unverifiable claims may be rated as unacceptable or ineligible for award.
(iv) Clarifications and Risk: The Government is not obligated to seek clarification of ambiguous or generalized quotations. The risk of relying on automated or templated responses rests solely with the quoter.
(v) Post-Award Validation: The Government reserves the right to require the contractor to demonstrate the capabilities and approaches represented in its submission. Failure to do so may constitute grounds for termination or other contractual remedies.
Addendum 2 to 52.212-1, Instructions to Quoters - Commercial Products and Commercial Services
National Guard Agency Protest Program
NG Agency Protest Program is intended to encourage interested parties to seek resolution of their concerns with the National Guard (NG) as an Alternative Dispute Resolution forum, rather than filing a protest with the Government Accountability Office (GAO) or other external forum.
Contract award or performance is suspended during the protest to the same extent, and within the same time periods as if filed at the GAO. The NG protest decision goal is to resolve protests within 35 calendar days from filing. An agency protest may be filed with either the Contracting Officer or the NG Agency's Protest Decision Authority, but not both, in accordance with NG protest procedures.
To be timely, the protests must be filed with the periods specified in RFO 33.103. To file a protest under the NG Agency Protest Program, the protest must request resolution under that program and be sent to the address below:

52.212-2 Evaluation-Commercial Products and Commercial Services (Feb 2026 - Tailored)
This acquisition is being conducted strictly under RFO Part 12 simplified procedures for commercial products and commercial services. The Government is not conducting a source selection, and procedures from RFO Part 15 do not apply.
(a) Evaluation (Lowest Conforming Quote): The Government will award a Firm-Fixed-Price (FFP) purchase order resulting from this solicitation to the responsible quoter who offers the lowest-priced conforming quote that meets or exceeds the Government's specified requirements. Quotes failing to meet all the terms, conditions, and instructions of this solicitation (including line-item descriptions, specifications, instructions, and attachments) may be determined non-conforming and excluded from consideration.
To efficiently identify the successful quoter, the Government will first rank all received quotes from lowest to highest price. The Government will then evaluate the technical volume of the lowest-priced quote. If the lowest-priced quote is determined to be technically acceptable and conforms to all solicitation terms, the Government will make award to that quoter and will not evaluate any other quotes.
(i) Volume 1 - Price: The Government will evaluate the total quoted price (inclusive of all OCONUS shipping, maritime freight, port handling, and inland transportation charges to the final delivery locations in Puerto Rico) to determine price reasonableness. Price reasonableness will be established by comparing quoted prices, comparing quotes to the Independent Government Cost Estimate (IGCE), historical market research, or utilizing other accepted price analysis techniques in accordance with RFO Part 12.
(ii) Volume 2 - Technical: The Government will review the technical volume to determine acceptability. A quote is acceptable if it demonstrates:
1. Compliance of the proposed 160 kVA and 10 kVA UPS systems with the minimum SOW performance specifications (including efficiency, integrated bypass, and physical footprint dimensions).
2. Verification via manufacturer cut sheets and battery discharge curves that the proposed battery bank meets or exceeds the required runtime minutes under full load.
The Government reserves the right to seek clarifications on the contents of any quote if determined necessary by the Contracting Officer, but is not obligated to do so.
(b) : Before award, the Contracting Officer will determine that the apparent Responsibility Determination successful quoter is responsible. If the apparent successful quoter's price is abnormally low, the Contracting Officer may request information necessary to assess the quoter's ability to perform, including relevant details on labor, materials, pricing assumptions, or performance-risk mitigation. If the apparent successful quoter is a small business and the Contracting Officer finds the quoter nonresponsible, the matter will be referred to the Small Business Administration for a Certificate of Competency determination.
(c) : The Government will offer an FFP Purchase Order to the lowest-priced conforming, responsible Award quoter. A binding contract is formed when the supplier accepts the Government's offer, either by written acceptance of the purchase order or by substantial performance. The Contracting Officer may request written acceptance of the order.
