Contractors must demonstrate at least five years of corporate experience in laboratory or office remodeling and provide past performance references from previous projects. The solicitation will be evaluated using a Lowest Price Technically Acceptable (LPTA) approach with three factors: Technical Capability (pass/fail), Past Performance (pass/fail), and Price as the determining factor among technically acceptable proposals. Quotes must be submitted electronically to Michael.hassett@usda.gov by June 25, 2025, and all contractors must maintain active registration in the System for Award Management (SAM).
This solicitation is unrestricted with no set-aside designation, making it open to all qualified contractors regardless of size or socioeconomic status. The contract value is estimated between $100,000 and $250,000 and will be awarded as a Firm Fixed Price construction purchase order. The contractor will have 90 calendar days after receiving notice to proceed to complete all work, which must be performed during normal business hours with daily sign-in requirements at the facility reception. The work location is specifically at the USDA-ARS facility in Parlier, California, and contractors are highly encouraged to conduct a pre-proposal site visit to better understand the scope of work. All work must comply with prevailing wage requirements as outlined in the California Wage Determination No. CA20250018, which specifies detailed hourly rates and fringe benefits for various construction trades in the applicable California counties.
