About this opportunity

The Administrative Office of the U.S. Courts seeks a commercial off-the-shelf courtroom presentation software solution to support Federal Defender Organizations and Criminal Justice Act panel attorneys, with quotes due June 24, 2026 at 2:00 PM Eastern Time and questions due June 16, 2026. This is an unrestricted procurement with no set-aside.

Place of performance is Oakland, California 94612. The procurement requires 1,000 licenses for the base contract period (September 15, 2026 through September 14, 2027), with an optional 250 additional licenses per contract year and four one-year option periods extending through September 14, 2031.

The software must be installable on-premises and fully functional offline, compatible with Windows 11 64-bit systems with 16 GB RAM minimum and Intel i5 processor. It must import and display multiple image formats (PDF up to 500 MB, TIF, BMP, GIF, JPG, PNG up to 50 MB each, and HEIC) and multimedia formats (MPG, MP4, AVI, MOV, WMV, MP3, WAV, AIF, M4A, WMA up to 10 GB for video and 1 GB for audio). Required capabilities include concurrent display of multiple files, annotation layers (highlights, arrows, ellipses, lines), magnified callouts, custom folder organization, batch imports, and item display within 30 seconds. The contractor must provide U.S.-based technical support from 7:00 AM to 7:00 PM Eastern Time Monday-Friday with 24-hour response time for technical issues, software updates with 30-day advance notification, user and administrator manuals, and on-demand computer-based training.

Evaluation employs a hybrid approach: Factor 1 (Technical Capability, assessed via requirements checklist and mandatory live product demonstration), Factor 2 (Past Performance, based on three relevant references within the prior three years), and Factor 3 (Price, firm fixed). Non-price factors are equally weighted and combined are more important than price. Award will be made to the responsible quoter providing best value. All quoters must be registered in SAM with no exclusions at submission and award. Authorized resellers must provide signed reseller agreements with the solution manufacturer. NAICS code is 513210, Software Publishers; PSC code is 7A21.
