About this opportunity

The Administrative Office of the U.S. Courts (AO) is issuing a Request for Information (RFI) to conduct market research regarding the procurement of courtroom presentation software for Federal Defender Organizations (FDOs) and Criminal Justice Act (CJA) panel attorneys. The AO seeks a commercial off-the-shelf (COTS) on-premises software solution that enables users to organize, import, and present case materials including large multi-page documents and multimedia files during federal criminal trials and hearings. Key requirements include the ability to function without internet access, display multiple files simultaneously, create on-the-fly annotations such as highlights and enlargements, handle files in various formats and languages, and operate on Windows 10 systems. The software must be supported by comprehensive technical support available 7:00 AM to 8:00 PM Eastern Time Monday through Friday, accompanied by user and administrator manuals, on-demand computer-based training, and ongoing maintenance. The RFI was posted on January 14, 2026, with responses due by February 2, 2026, and is intended for information and planning purposes to identify capable contractors and solicit feedback on draft requirements.

This procurement is not utilizing a set-aside designation and involves the acquisition of 750 licenses with potential expansion options to increase licenses by up to 250 per year for the duration of the contract. No incumbent contractor or current award value has been identified in the notice. The NAICS classification is 513210 (Software Publishers), and deliverables will be subject to quality review measures evaluating accuracy, clarity, consistency, timeliness, and ease of use. The software procurement aims to provide Federal Defender Organizations and CJA panel attorneys with presentation capabilities comparable to those available to Department of Justice attorneys, ensuring equitable access to modern courtroom technology tools across the federal criminal justice system.

Notice text

The Administrative Office of the United States Courts (AO) is issuing a Request for Information (RFI) FOR INFORMATION FOR PLANNING PURPOSES ONLY. As part of its market research, the Administrative Offices of the U.S. Courts is issuing this RFI to determine the interested contractors capable of the scope of the requirement in the draft Statement of Work (SOW) and to receive any questions or concerns regarding the draft requirements listed in the attached SOWs.

This requirement is for a contractor to provide the following services: The Defender Services Office (DSO) seeks to obtain 750 licenses of a Courtroom Presentation Software for use by Federal Defender Organizations (FDO) offices and Criminal Justice Act (CJA) panel attorneys. This software will allow end-users to organize and present case materials, including large multi-page documents and multimedia files, during federal criminal trials and hearings. This requires software with the ability to import, organize, and display data from multiple sources and in various formats during different phases of litigation. Users need the ability to create on-the-fly enlargements, highlights, and other annotations on displayed items, with support for showing multiple items at the same time. In addition, the software must function without internet access, as presentations often occur in locations without connectivity. The courtroom Presentation Software shall be a commercial off-the-shelf (COTS) on-premises software that displays digital exhibits and electronic files, provided through discovery or obtained from third party investigation. This software must be able to handle files regardless of format, language, or volume. This solution is essential for FDO offices and CJA panel attorneys who need to present case-related materials to judges, jurors, and witnesses in courtrooms, similar to what the Department of Justice attorneys can do with their software.
