About this file

This document is the Live Product Demonstration Instructions for a courtroom presentation software solution RFQ (USCA26Q0131). Quoters whose proposed solutions meet all requirements identified in the Attachment 2 Courtroom Presentation Solution Requirements Checklist will be invited to participate in a virtual product demonstration via Microsoft Teams. The Government will contact selected quoters within one week of solicitation closing to schedule demonstrations, which are anticipated to commence no later than two weeks after RFQ closure.

Each demonstration will be limited to a maximum of 90 minutes for the quoter's presentation, followed by approximately 30 minutes for Government questions and clarifications. Only two contractor technical representatives responsible for solution delivery may present, though additional company personnel may attend the demonstration without presenting. Quoters must follow a mandatory demonstration script covering 33 specific software requirements from the Statement of Work, including capabilities to: create folders and categorize documents; operate on Windows 10/11 laptops with minimum specifications (16 GB RAM, Intel i5 processor); import and display multiple image formats (PDF, TIF, BMP, GIF, JPG, PNG); import and play multimedia formats (MP4, AVI, MOV, WMV, MP3, WAV, AIF, M4A, WMA); display multiple files concurrently; create annotations (highlights, arrows, ellipses, lines) and magnified callouts; export item lists with identifiers; and display/play items within 30 seconds of selection. The demonstration must include 23 specific scenario tasks, including opening software on Windows 11, importing multiple file types via batch process, presenting multiple images and videos simultaneously, creating and saving annotated screenshots, creating video clips, organizing items into folders with custom identifiers, and demonstrating backup and restore functionality. The Government will record demonstrations via Microsoft Teams, and no external hyperlinks or references to external documents are permitted.

USCA26Q0131: Attachment 2 - Courtroom Presentation Solution Live Product Demonstration Instructions

Demonstration Scheduling:

In accordance with RFQ Section L-1, after the close of the solicitation, the Contracting Officer shall confirm that each quoter’s proposed solution can meet ALL the requirements by reviewing each quoter’s completed Attachment 2 – Courtroom Presentation Solution Requirements Checklist. Only Quoters that can meet all the requirements will be invited to demonstrate their solution. The Government will reach out to the quoters to schedule demonstrations within one week from the close of the solicitation. The Government reserves the right to reschedule any quoter’s presentation at its sole discretion. Demonstrations are anticipated to start no more than two weeks from the time of the RFQ closing.

The product demonstration for each quoter will be conducted virtually via Microsoft Teams.

General Information:

The demonstration is a part of the evaluation of Factor 1 – Technical Capability as presented by the quoter and will consist of a live product demonstration and interactive dialogue between each quoter and the government. The Contracting Officer and the Technical Evaluation Team members shall attend the required demonstration.

Each quoter will be provided with access to a set of standard image and multimedia files that shall be utilized as part of the live product demonstration via box.com. These files include both image and video files. There will be approximately 10 files to display from box.com. As noted in the Statement of Work (SOW) for this effort, each of the files, once selected to open, must be displayed and capable of being annotated/played within 30 seconds. The government will use a timer to ensure each quoted solution meets this requirement for each file provided. The Government will tell the quoter when to open the documents so that the timer can be started.

Recording of Demonstration:

The Government will record the demonstration via Microsoft Teams. No copies will be distributed to the quoters.

Constraints:

Attendance at the demonstration as well as the subsequent question and answer session will be limited to no more than two (2) contractor technical representatives that shall be responsible for delivery of the required solution from the quoter’s team. The additional individuals (e.g., CEO, company president, VP, legal or contract representative, etc.) from the quoter’s team may attend but will not be allowed to present at the oral presentation, except as part of a brief introduction that will not be evaluated but will count towards the quoter’s allotted time.

After opening remarks by the Government, each quoter will be given up to 90 minutes to clearly complete the solution demonstration. The demonstration will be stopped precisely at 90 minutes from the start of the demonstration.

After the product demonstration, the Government will caucus to discuss the quoter’s presentation and to formulate any questions regarding the presentation for clarification. The Government and each quoter will then address any questions or clarifications posed by the Contracting Officer or the Technical Evaluation Team Chairperson. The question-and-answer session is expected to last no more than approximately 30 minutes. If necessary, the quoter may briefly caucus to coordinate responses to specific questions or clarifications. Any questions posed by the Government in response to the presentation will be for clarification/engagement only, not be for the purpose of changing or altering the quoter’s submission.

The total presentation, caucus, and question and answer session are expected to last approximately 2 hours. At the expiration of this time, the quote response will be considered complete. Unsolicited changes to the submission will not be accepted without a formal Contracting Officer written request.

Interactive Demonstration Format:

Quoters are advised that the demonstration shall be formatted in a way that ensures enough information is provided for the Government to evaluate it. Please note, any information provided during the demonstration shall be presented in context of the requirements listed in the solicitation for this effort. Quoters shall demonstrate in the order of the script below and shall not deviate. Quoters shall also announce what they are demonstrating from the script.

During the demonstration the quoter shall not present or discuss any information related to the price evaluation factor. Additionally, the quoter shall not present or discuss any topic that is not covered in the demonstration script below.

External hyperlinks or references to external documents are not allowed and shall not be reviewed by the Government.
