This procurement is being conducted as a limited competition exclusively among qualified authorized resellers of Palo Alto Networks products and services. The requirement falls under NAICS code 541511 (Custom Computer Programming Services) and will be awarded as a Firm Fixed-Price purchase order to the lowest price responsible responsive offeror who meets the authorization requirements. All potential vendors must be registered in the System for Award Management (SAM) and provide their Unique Entity ID for verification. The solicitation was posted on August 18, 2025, with offers due no later than 5:00 P.M. EST on August 20, 2025, allowing only two days for response preparation. All submissions must be directed to Emily Martire at the specified email address, and the FAA will not reimburse any costs incurred for preparing responses.
This solicitation does not utilize any set-aside designation and is open to all qualified authorized resellers meeting the specified criteria. No incumbent contractors or current service providers are identified in the solicitation documentation. The procurement documentation does not specify award values, budget ranges, or quantity details for the consulting services being sought. The place of performance is designated as Atlantic City, New Jersey 08405, which aligns with the FAA Technical Center location. The attached government file addresses telecommunications equipment restrictions under Section 889 of the John S. McCain National Defense Authorization Act, requiring contractors to certify they do not provide or use prohibited telecommunications equipment from specified foreign manufacturers including Huawei, ZTE, and other covered entities. The extremely tight timeline of two business days between posting and submission deadline suggests this is an urgent operational requirement for the FAA's cybersecurity infrastructure.
