About this opportunity
The Department of the Air Force, United States Air Forces in Europe - Air Forces Africa, seeks golf course maintenance services at Incirlik Air Base, Turkey, with proposals due May 15, 2026. This procurement is restricted to SAM-registered Turkish firms (local nationals) under the Defense and Economic Cooperation Agreement (DECA) dated August 1982, foreclosing competition outside that pool. The contract covers comprehensive maintenance of a 9-hole, 60-acre golf course, including mowing (greens minimum 5 times weekly with cup changes 4 times weekly; tees and fairways 3 times weekly; roughs 1 time weekly), irrigation system management using reclaimed effluent water, chemical applications per approved DoD formulations, bunker maintenance, and sod farm establishment. The contractor must maintain a full-time Grounds Maintenance Supervisor fluent in English with operational authority on-site. Personnel must obtain base identification and vehicle passes, comply with health and safety standards including DoD Pesticide Applicator certification for chemical applicators, baseline and annual physical examinations, and blood cholinesterase testing.
The contract is firm fixed price for 12 months with four optional 12-month extension years and one 6-month extension option, running January 28, 2027, through July 27, 2032. The Government estimates annual material and equipment expenditures between $100,000 and $150,000 (non-binding). NAICS 713910, Golf Courses and Country Clubs; PSC S208, Housekeeping–Landscaping/Groundskeeping. Evaluation is pass/fail on past and present performance (2010 to present); award goes to the lowest priced offer among those receiving a pass rating. Contractors must demonstrate at least one month of ground maintenance experience and one completed project in water production, distribution, filtration systems, sewage collection, irrigation system maintenance, or wastewater treatment with a government agency customer.
