About this file
This is a Questions and Answers (Q&A) document for a golf course maintenance service contract at Incirlik Air Base. The document does not contain specific response dates, award dates, pricing information, or federal contract vehicle details.
The contract is for comprehensive golf course maintenance services covering approximately 100 acres of irrigated turf, including 40,000 sq/ft of greens, 35,000 sq/ft of tees, 26 acres of fairways, and 72 acres of practice areas and roughs. Historical staffing data indicates the current contractor employs 8 personnel, with annual material and spare parts expenses ranging from $100,000 to $150,000. The contractor is responsible for all equipment maintenance and repair, preventive maintenance, and personnel training in spill prevention, HAZCOM, HAZWASTE, mowing techniques, equipment operation, and chemical application per DoD standards. The Government provides fuel for all equipment, maintains fuel tanks and fuel pumps, provides office and storage space, and conducts DoD Pesticide Applicator Certification Training. Annual overseeding requirements total 1,550 kg across greens (500 kg), tees (750 kg), and bare zones of fairways and roughs (300 kg). The irrigation system uses effluent water with elevated salinity and dissolved solids levels. Key infrastructure challenges include ponds last maintained in 2012 (assumed poor condition), drainage problems in rough and fairway sides, and the absence of soil moisture sensors. The contract is result-oriented with no minimum staffing requirements and no obligation to retain incumbent personnel.
