About this opportunity
The U.S. Army Corps of Engineers, Seattle District, seeks removal and disposal of a submerged tree obstruction in the Quillayute River Federal channel near La Push, Washington, with offers due May 20, 2026, at 2:00 PM PST. The procurement is a total small business set-aside, firm-fixed price service contract.
Place of performance is La Push, WA 98350. The obstruction is approximately 70 feet long and 25 to 30 feet wide; water depths at the location range from 7.4 to 9.2 feet MLLW, with depth fluctuations due to tidal and river flow variations. The U.S. Coast Guard determined the tree creates a hazard to navigation. The contractor bears full responsibility for retrieval and removal regardless of actual field conditions encountered, including embedment status and possible root ball configurations. Period of performance is 30 days from contract award, anticipated June 19 to July 17, 2026.
Deliverables required prior to contract execution include a Naval Architect Analysis if floating crane operations are used, load chart, work plan, spill plan, and Activity Hazard Analyses. The contractor must furnish all personnel, equipment, supplies, facilities, transportation, tools, materials, and supervision. Tree disposal may occur on the oceanside of the Rialto Revetment or in the Pacific Ocean; the tree may be sectioned prior to disposal. Staging areas require tribal coordination. Mora road is off-limits due to construction. The NAICS code is 562910, Remediation Services; PSC is F999, Other Environmental Services.
Performance is evaluated based on successful removal and proper disposal, verified through before-and-after survey data. Prospective contractors must be registered in SAM and comply with E-Verify. Questions must be submitted to hien.ho@usace.army.mil at least two business days prior to closing. Amendment 0001, dated May 7, incorporated updated survey scans and Q&A clarifications; offerors must acknowledge receipt of the amendment prior to offer submission.
