About this file

This document is a Questions and Answers (Q&A) attachment for RFQ W912DW26QA042 issued by the U.S. Army Corps of Engineers (USACE) for Quillayute River Channel Log Obstruction Removal. The Q&A clarifies technical and operational requirements for contractors responding to the solicitation.

Regarding the obstruction, USACE has provided hydrographic survey data and imaging but no underwater photographs or dive reports. Water depths at the obstruction location range from 7.4' to 9.2' MLLW at the obstruction point, though these figures are non-concrete due to tidal and river flow fluctuations. The submerged tree's embedment status is unknown, imagery shows a possible root ball without estimated dimensions, and no entanglement with multiple trees is believed to exist. The tree has not shifted based on scans from April 2025 and October 2025. Previous USACE debris team attempts only rotated the tree using a skiff and line. The contractor bears full responsibility for retrieval and removal regardless of actual field conditions encountered. USACE anticipates but does not require marine equipment such as floating cranes or dive operations; if a float crane is utilized, a Naval Architect Analysis is specifically required. For dive operations, USACE recommends slack tide execution. Restrictions include Mora road being off-limits due to construction and permit requirements, and tribal coordination is likely needed at a low level depending on the work plan. USACE will provide pre- and post-removal survey verification. Tree disposal may occur on the oceanside of the Rialto Revetment (preferred but not required), and the tree may be sectioned prior to disposal. Staging areas have not been identified and require tribal coordination. No incumbent contractors or prior cost estimates are available.

Q & A for RFQ W912DW26QA042 Quillayute River Channel Log Obstruction Removal

1. Does USACE have any hydrographic survey data, sonar imagery, underwater photographs, or dive reports available for the submerged tree obstruction?

YES- Hydrographic Survey- Imaging. NO- underwater photos or dive reports

2. Can USACE provide estimated water depths at the obstruction location during both low and high tide conditions?

YES- in the area of obstruction the depth is around 12.5’ MLLW and at the obstruction point is 7.4’ to 9.2’ MLLW but numbers are not concrete because of the fluctuation of the tide and river flow.

3. Is there any known information regarding the condition of the submerged tree, including:

• Whether the tree is embedded in the riverbed No information

• Estimated root ball size Imagery shows a possible root ball, but no estimated dimensions.

• Whether multiple trees/debris are entangled together We do not believe so

• Whether the tree has shifted since the original survey Based off a scan from April 2025 and Oct 2025, No. Another Scan was confirmed by the USCG earlier this year, and another scan later in May is to take place.

4. Has USACE or any other agency previously attempted removal or inspection of the obstruction?

If so, are those findings available?

The USACE debris team tried with a skiff and line to move it out of the channel but was only able to rotate it. No other attempt was made.

5. Does USACE anticipate or require the use of marine equipment such as barges, floating cranes, or dive operations for this effort?

We anticipate the use of either a float crane or dive team but not required.

6. Regarding Section 6.1 of the PWS, under what circumstances would a Naval Architect Analysis specifically be required?

If a float crane will be utilized.

7. Are there any restrictions related to:

• River navigation closures- No

• Tidal work windows

If dive team is used, we recommend diving operations to be done at slack tide.

• Fish windows- No

• Environmental permitting-No

• Noise restrictions- No

• Tribal coordination requirements Depends on the work plan, but likely a low level of coordination.

• In-water work limitations- No

8. Is there an identified staging area available for contractor use near the project site? We have not set or identified staging areas, we will need to coordinate with the Tribe for any staging needs.

9. Are there any known limitations regarding shoreline access, equipment access, or hauling routes near the project area?

Mora road will be off limits due to construction and permit requirements.

10. For disposal operations:

• Are there designated disposal coordinates or limits for ocean disposal? No

• Is disposal on the oceanside of the Rialto Revetment preferred?

Yes, but not required.

• Can the tree be sectioned/cut prior to disposal? Yes

11. Will the Government provide any survey verification before and after removal operations?- Yes

12. Are there any anticipated requirements for:

• Turbidity control

• Spill containment beyond standard marine spill response

• Environmental monitoring

• Biological monitoring

Nothing additional monitoring specific to this project, just to follow local and federal guidelines.

13. Is a site visit planned or recommended by the Government?

No, it is a public area. Contractors are free to do a site visit at their own discretion

14. Can the Government clarify whether the Contractor will be responsible for all means and methods associated with retrieval and removal of the submerged obstruction regardless of actual field conditions encountered?

Yes, the intent of the contract is to retrieve and remove the submerged tree.

15. Are there any incumbent contractors or prior estimates associated with this effort that may help clarify anticipated means and methods?-No
