About this opportunity
The U.S. Embassy in Abu Dhabi is seeking a qualified vendor to design, manage, and execute three distinct large-scale public diplomacy events as part of the America250 Regional Engagement Series. The procurement covers a Space Exploration Day in Al Ain, a Cultural Heritage Festival in Al Wathba, and an Energy Summit in Madinat Zayed/Liwa, with each event targeting 2,000-3,000 attendees and focusing on showcasing American excellence while strengthening U.S.-UAE partnerships. Vendors must be registered in the System for Award Management (SAM), have an established business in the UAE, and provide comprehensive documentation including company profiles, personnel resumes, past performance information, technical proposals, and risk management plans. The government intends to award based on the lowest-price technically acceptable proposal evaluation criteria. The original submission deadline of September 5, 2025, was extended to September 10, 2025, at 4:00 PM UAE time, with quotations required to be submitted electronically as separate PDF files for pricing and technical components.
This solicitation does not include any set-aside designations and is unrestricted to all qualified vendors. No incumbent contractors or specific award values are mentioned in the documentation, though vendors are encouraged to propose scalable solutions within budget constraints and must include Defense Base Act insurance costs in their pricing structure. Each of the three events will be one-day programs featuring different focus areas including STEM zones with VR technology, live performances and artisan exhibits, and panel discussions with energy exhibits. The project period spans from September 30, 2025, to September 29, 2026, with events scheduled throughout Fiscal Year 2026. All events will be performed in Abu Dhabi, United Arab Emirates, across the specified regional centers, with the U.S. Mission retaining final approval authority over venue selection and event details.
